MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON
TUESDAY 10 TH AUGUST 2010 AT OAKE & DISTRICT HALL
PRESENTt: Cllrs. C. Bishop, A. Dyke, J. Paul, P Coles, G. Gill, D. Price the Clerk, and 9 members of the public.
PUBLIC QUESTION TIME: Was there any news of the 20 houses recently proposed for Saxon Close. Reply: Council is at present considering the number of houses to be considered for the core strategy till 2026, there will be the question of jobs, what area of land is required to accommodate them, further information can be obtained on the Taunton Deane website.
The question of what is happening at Gaia, Hillfarrance was also raised.
DECLARATIONS OF INTEREST: Cllr. Bishop – planning, any comments he does make during a Parish Council meeting he reserves the right to change his mind at Taunton Deane once all the facts are put before him.

MINUTES: The Minutes of the Annual General meeting held on the 13 th July were signed as being a correct record.
MATTERS ARISING:
Telephone Kiosk: Cllr. Gill withdrew his offer of painting the kiosk as there was too much work involved and he didn’t have all the required equipment.
Flood Relief Scheme: The Environment Agency say that the channel and flood embankments are mowed approx. every six months and weeds spot treated to ensure that broadleaf weeds do not take over. This is vital for the performance of the flood alleviation scheme. This year work was completed on 22 nd June. Although they appreciate the area has become important for wildlife it’s primary function is as a flood defence scheme. With all the maintenance they have to carry out across Somerset they are unable to commit to delaying the cut to a later point in the summer, where possible they make every effort to benefit wildlife.
ITEMS FOR DISCUSSION:
Water extraction Hillfarrance Brook: There have been a number of complaints about the noise from the machine extracting water which has run for 25 days non stop. Mr. Mitchell was approached and has since put a quieter machine in.
Dates of next years meetings: These are all on the second Tuesday of the month except November.
Highways review of winter maintenance: An open evening is being held at the Priorswood Depot on the 24 th August between 6.30 and 8.30pm.
Community Safety Consultation: Leaflets were handed out for Councillors or members of the public to complete.
Enforcement Notice Gaia, Hillfarrance: The Enforcement Officers have visited the site since the notice came into effect on 12 th July. Although the owners have given another address some residents feel the site is still occupied. They also are unhappy about the amount of caravans, equipment etc., strewn about the site. A resolution was proposed by Cllr. Paul, seconded by Cllr. Gill that Taunton Deane be contacted and asked what the delay is as this has been going on for some 4 years.
Entrance opposite Altona Park: A hedge was illegally removed to make a driveway on a blind bend, although this was reported many months ago nothing has been done, again it was proposed by Cllr. Price, seconded by Cllr Paul that Taunton Deane to be contacted and asked to sort it out without further delay.
PLANNING:
27/10/0005 conversion of detached dwelling into two dwellings at Barton House, Oake.
There were no objections to this application.
27/10/0007REX Application to replace extant planning permission for 27/05/0009 erection of extension above and study and garages at Willow Gardens, Hillcommon.
No objections as this had been supported in the past.
27/10/0008 erection of single storey extensions and 2.1 metre High Boundary wall to Eastern boundary at Trelone, Hillfarrance.
No objections.
07/10/0014 Change of use of land with erection of stable block and creation of outdoor riding arena with associated paddocks at Ford Farm, Bradford-0n-Tone.
Some concern was expressed regarding more vehicles and possibly horses entering and leaving on the highway on what is quite a fast bit of road.
