DRAFT MINUTES

MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON

TUESDAY 9 TH MARCH 2010 AT OAKE & DISTRICT HALL

PRESENT: Cllrs. C.W.Bishop, D. Price, P. Coles, A. Dyke ,J. Paul, G. Gill, the Clerk and S.C.C. Tony McMahon. 16 members of the public were also present.

PUBLIC QUESTION TIME:    Grave concern and anger was expressed that the Parish Council had supported the consultation document identifying a potential site for 20 houses near Saxon Close.   Of the 16 people there 15 were very much against any houses being built there and made their feelings very clear.

MINUTES: The Minutes of the meeting held on the 9 th February were signed as being a correct

record.

8.15pm Cllr. Paul left the meeting.

Items 6 (b):Proposed Development Saxon Close: Having heard the views of the residents prior to the start of the Parish Council meeting it was agreed that if in the future a planning   application is submitted to the Parish Council for consideration we would welcome residents of Oake to that meeting and would take into account their comments already made.

MATTERS ARISING:

Phone Box:  The contract has now been signed by both the Parish Council and BT who will now arrange to remove the payphone equipment from the kiosk, once this has been done they will send a completion notice and a K6 information pack.

Police Report: No problems in our area.

Hillfarrance Green:  Taunton Deane do not consider the potholes warrant filling in and that there is no improvement budget for the provision of low kerbing. They suggested wooden fence post to stop parking but it is not the aim of the Parish Council to stop vehicles from parking on the Green but to maintain the edges so that they do not get eroded any further.

Footway Oake Close: The request for this path between 4 & 6 Oake Close has received a very low rating and seems unlikely to attract funding under the current Local Transport Plan.

Parking B3227: Highways have no power to remove vehicles from grass verges unless they can prove damage has been caused, this would prove difficult to do as parking has been going on her for years. The Police should be contacted if the vehicles are causing an obstruction.

ITEMS FOR DISCUSSION:

6 (a) Model Standing Orders:  It was agreed to circulate this document and discuss it at the next meeting.

6 (d) Consultations (allotments etc): There were no comments forthcoming.

6 (e) Fuel Poverty in Rural Taunton Deane: A survey undertaken by TD. show that around 18% of the residents in the Bradford-on-Tone Ward are suffering from fuel poverty. In an attempt to address this issue they are working with the Centre for Sustainable Energy and Taunton Transition Green group to train some volunteer energy advisors These advisors, once trained, will visit people in their homes and provide energy saving and grant advice based on their individual circumstances. Is there anyone in the area who would be interested in becoming an energy advisor if so contact v.hearn@tauntondeane.gov.uk.

6 (f) Opening of play area 10 th April 2.30pm: Everyone is invited to attend this event.

PLANNING:   

/0002 Replacement of extensions at Barnfield, Oake Road. Oak.

After considering this application and documentation is was proposed by Cllr. Gill, seconded by Cllr. Price that we support it, all agreed.

Planning Decisions by Taunton Deane,

Approved:  Erection of single storey extension, conversion of loft and installation of dormer window at 35 Oake Close.

Approved: Construction of a new single storey 5 classroom building, school wildlife area, car park and hard play area; plus the temporary relocation of a classroom unit plus ancillary works. Oake & Bradford School.

Public opinion:  Several members of the public were not happy with the name chosen for the new school they believe that Oake should appear in the name. The Clerk to write to the Chairman of the Board of Governors expressing these coments.
