MINUTES   

MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 9 TH AUGUST   2011 AT OAKE & DISTRICT HALL

PRESENT:   Cllrs. C. Bishop, A. Dyke, M. Marks, C. Stokes, D. Roots, Mrs. Yeoell, Mrs. Sargent the Parish Clerk, Cllr. T. McMahon, David Grieg Parish Liaison Officer and 7 members of the public.

PUBLIC QUESTION TIME:   Mrs. Westcott asked what is happening regarding the replacement of the seat outside the school. The Head has been spoken to regarding this and he in turn is talking to the builders whose job it is to replace the seat. Cllr. McMahon to take the matter up.

APOLOGIES:   None

MINUTES: The Minutes of the meeting held on the 12 th July were amended under Planning, remove the word angry and insert Cllr. Marks ‘voiced concern’ they were signed as being a correct record.

MATTERS ARISING: .

Telephone box Hillcommon: The hedge has been trimmed back, however, it is still not visible from the Milverton side. Cllr. McMahon asked to investigate.
Shop steering Committee: This has been set up with Mr. S. Williams as chairman, meetings have already taken place, and have been very proactive at looking at different options for relocating the shop. Cllr. Marks said that meetings were being held in members’ homes but would the Parish Council fund refreshments and expenses incurred in producing flyers etc. The Parish Council had previously agreed to fund a meeting room at the hall if necessary but it was felt that the funding of refreshments was not something they should be involved in. Put on next agenda funding of expenses for flyers etc.
Dog noise: Cllr. Marks had visited the owner who when told of the problem was very concerned and upset, there has been no problem from that particular dog since.
School Parking: Both the Police and the Headmaster were contacted they agreed this was an issue which needs addressing and resolving. This will be dealt with at the start of their next term.

ITEMS FOR DISCUSSION:

Local Police Report: No report received.
Shop Bribery Act: Cllr. Marks raised the point that all organisations must now have procedures in place to prevent the opportunities for bribery by their employees. The Parish Liaison Officer David Grieg had not heard of this Act, he promised to look into it to see if it affected Parish Councils, he felt that we were already covered by Standing Orders and the Standards Board.
Chairmanship awards: Nominations are being sought for the ‘Chairman’s awards for Service to the Community’ by the Chairman of Somerset County Council. Three names were put forward one of whom asked not to be nominated. Community Led planning: Cllr. Stokes is very keen for some form of Parish Plan to be looked at it was suggested that the Community Council for Somerset be approached and asked to attend the next meeting in September to discuss the implications and costs of setting up a scheme.
Core Strategy: This document had been circulated. Cllrs. felt that they were happy with what it said. Cllr. Yeoell proposed that the following response be sent.

                 ‘ The Parish Council agrees with the long term strategic vision for the future of the Borough and how it will develop over the next 15 years or more.
’The Parish Council welcomes the reduction in housing numbers from that originally proposed in the Regional Spatial Strategy and the previous Core Strategy consultation document and is also in agreement with the Vision for the Rural Areas as outlined in Spatial Policy SP4 - The Parish Council also agrees that the sustainability issues such as transportation and local services must be a major factor in the planning decision making process. We would also point out that the only shop/post office is likely to close before long.’
This was seconded by Cllr. Marks, all agreed.

The Policy on Gypsy sites was mentioned and the policy now is that they should be located in sustainable locations.
Queens Diamond Jubilee: Cllrs. were asked what action should be taken to celebrate this occasion next year. It was proposed to liaise with the Village Hall Committee regarding this. The Chairman pointed out that in the past mugs had been given to all children in the parish and this would be a possibility. A note to go in the local magazine asking what people would like to see happen. Hillfarrance has already decided they would like a circular seat under the oak tree on the village green and would probably be having a lunch or tea there to celebrate.
Boundary Commission: Cllr. McMahon said this affects town more that rural councils and that in line with general cut backs councillors would be reduced by one.
Avon & Somerset Police Authority tour: the next chance to have your say on what crimes should be prioritised is on Saturday 13 th August at the Halcon Centre.
Communication: Problems have occurred with emails to some Councillors from the Clerk, we hope this has now been resolved.
Soil being dumped on the disused railway line: The Clerk had received a report of up to 25 lorries in a day going through Oake Green and dumping soil on the disused railway line, the Planning/Enforcement Officer at Taunton Deane was asked to look into this and deal with it.
