DRAFT MINUTES     

MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON

TUESDAY 12 TH JULY   2011 AT OAKE & DISTRICT HALL

PRESENT:   Cllrs. C. Bishop, A. Dyke, M. Marks, Mrs. Yeoell, Mrs. Sargent the Parish Clerk and 9 members of the public.

PUBLIC QUESTION TIME:   Problem with dog barking, owner to be spoken to by Mr. Marks, not at this stage under the guise of the Parish Council.

DECLARATIONS OF INTEREST:   None

APOLOGIES:   Cllrs. D. Roots and C. Stokes.

MINUTES: The Minutes of the meeting held on the 14 th June were amended they were signed as being a correct record. (Cllr Marks did state and in his opinion there was not sufficient records to cover everything that was said).

MATTERS ARISING: .

Telephone box painting: Cllr. Stokes had indicated that he might be prepared to help paint the telephone box outside the school gates. Cllr. Dyke said that he would also help with the work.

ITEMS FOR DISCUSSION:

Noise from Golf Club: There had been complaints regarding the decibel level of the music coming from the outdoor event at the Golf Club. The Clerk had received two complaints and the Chairman had also received complaints. It must also be said that the Clerk had received six letters is support of the event from people living in Oake who had thoroughly enjoyed themselves and felt that it was unfair to object to these events which have only taken place once.

The Parish Council understands there is to be a debriefing session next Monday at 2pm with the Licensing Authority.

Cllr. Mrs. Yeoell asked how the people of Oake were informed that there would be concessionary tickets, and was told it was advertised in the Post Office on a poster. She also said that residents from CSL had been able to hear every word that was sung, and asked in other areas of the country close to music venues do they get a rate reduction.

7.30pn Meeting resumed

Cllr. Marks said he did not object to people having a great time provided the noise levels were set to suit the people of Oake, he also suggested that the Golf Club do not hold two events over the same weekend, although he admitted there were still 2000 odd people who went and had a great time. It was said that the Golf Club has supported a lot of charities and also Oake School.

It was proposed that a letter be sent to the Licensing Authority asking if an event occurs in the future that the decibel level is set low enough to allow the people of Oake and surrounding areas to continue to enjoy their lives uninterrupted.

Proposed Cllr. Marks, seconded Cllr. Mrs. Yeoell, all agreed.

Parking outside Oake School: Cllr Mrs. Sargent   is extremely concerned about the parking of parents collecting and dropping off children at the school, they are seen to be parking on double yellow lines, indicating to turn and then doing u turns in the road.

It was proposed that the Police be asked to do spot checks and that a letter be sent to the headmaster asking him to speak to the parents. Proposed Cllrs. Mrs Sargent seconded Cllr. Mrs. Yeoell, all agreed.

Painting of Telephone Box outside the School: Although not at the meeting Cllr. Stokes had indicated to the Clerk that he may be willing to undertake this work, Cllr. Dyke said that he would help with this task. The Chairman thanked them for the offer.

Emergency Planning: Somerset Local Authorities’ Civil Contingencies Unit had written to ask communities to think about looking after a group of evacuees should an emergency occur, they may be from Somerset or further afield. Assistance may involve volunteers to help in a church or village hall or other suitable accommodation within the community, it may be a handful of people, family groups or more. 2 trained members of the Voluntary Agencies would be there to offer support.

It was agreed that the Village Hall Committee would be approached to see if they would offer the Hall, also the school and the churches at Oake and Hillfarrance. The Golf Club also offered support.

Election expenses: Cllrs were reminded that they needed to return the green expenses form even though there were zero claims. David Grieg the Parish Liaison Officer to be asked to check Oakes returns.

Affordable Homes Oake: !st Step Homes had been looking at a site opposite the Golf Course, they have since looked at a site off Saxon Close, although they will not give the exact location. Their issue is to identify if there is a need for such housing in the village. The letters sent had been forwarded to two officers at Taunton Deane as it was felt that a response from the Parish Council would not be appropriate and that the matter should be taken up with the planning authority. Cllr. Marks asked if there was a need for 6 affordable homes? The last time a survey was carried out it was done by the Community Council for Somerset some years ago and showed a need for 3 houses. The Parish Council does not have the resources to carry out a survey to substantiate the level of need that may be required but suggest that in order for it to be obtained it would be necessary for an outside body to carry a survey out. The Clerk to inform 1 st Step Homes accordingly, proposed Cllrs. Mrs. Yeoell, seconded Cllr. Marks, all in favour.

Core Strategy 2011- 2028: A copy is being circulated to all Councillors and is also available on line at Taunton Deane. Comments should be sent it between 8 th July and 19 th August. Representations received by the Borough Council during the consultation period will be considered by a Planning Inspector, appointed by the Secretary of State to carry out the examination into the Plan. Cllrs. were specifically asked to look at page 80 – 4.4 Rural Policy. This item will be on the August Agenda when Parish Council Comments can be made. PLANNING:    Nil

Planning decisions taken by Taunton Deane

Approved: Application No: 27/10/0012 erection of additional agricultural building at Orchard Farm, Hillcommon.

Approved:27/11/0009/REX Provision of 50 no. camping pitches and amenity block at land south of Harris’s Farm, Hillcommon.

Cllr. Marks was angry that this had been approved with no site visit from the Planning Authority, he also said that the Clerk should have pointed out to them that their proposal was not strong enough and should have given more of their comments made during discussions. (The Clerk is there to record and not to direct)

 He also said the Clerk had not let them know when the planning meeting would be taking place as he had requested. The   Clerk had sent emails but for some reason they had not been received by either Cllr. Marks or Mrs. Yeoell and had not been flashed back as undelivered mail.

The Chairman also pointed out that this application had previously gone to appeal and the Inspector had upheld the camping pitches and therefore it would have been very difficult for Taunton Deane to go against this decision.
