MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON
TUESDAY 14 TH SEPTEMBER 2010 AT OAKE & DISTRICT HALL
PRESENTt: Cllrs. C. Bishop, A. Dyke, J. Paul, D. Roots, P Coles, G. Gill, the Clerk, and 5 members of the public.
PUBLIC QUESTION TIME: A question was raised regarding declarations of interest, and also was there any further information on building in Oake.
DECLARATIONS OF INTEREST: Cllr. Bishop – planning, any comments he does make during a Parish Council meeting he reserves the right to change his mind at Taunton Deane once all the facts are put before him, also Finance (village hall cheque) Cllr. Coles Finance (Hillfarrance Green)

MINUTES: The Minutes of the Annual General meeting held on the 10 th August were signed as being a correct record.
MATTERS ARISING:
PCSO MacAteer: will be leaving on the 20 th September to take up a position in Minehead. The area will be covered by PCSO Pearl Hine.
Telephone Kiosk: A Mr. Alf Rogers had contacted the Clerk to offer his services in painting the kiosk. The Clerk to get the necessary paint etc. and meet with him.
Police Report: There had been two instances of children and youths causing a problem in Saxon Close.
Community Right to build: The paperwork to be circulated. A referendum would have to be held of the whole parish and if 10% were against the project it would not happen.
Planning Training: A meeting will take place on 30 th September 6.00pm in Taunton Deane. Cllr’s Dyke and Gill to attend.
ITEMS FOR DISCUSSION:
Standards Committee: A vacancy has occurred on the Taunton Deane Standards Committee. No Councillors were interested in filling this vacancy.
Burial Ground Grants: These have been received and are the same as last year.
PLANNING:
27/10 Construction of an access into Ayton Fields on land adjacent to Higher Knapp Farm, Hillfarrance. ( Retention of works already undertaken)
It was proposed to object to the application for the retention of this access. This is on a blind bend at the top of a hill with no visibility whatsoever to the East, the visibility on the other side cannot be improved as the ground is not in the ownership of the applicant. It is felt that the visibility cannot be improved sufficiently to meet with a standard required by the Highways Authority. It is also on a sloping site where problems have occurred in the past with water and gravel flooding from the site down the hill.
This motion was passed by four votes to one (Cllr. Paul)
27/10/0006 Change of use of part of agricultural building to stabling of horses to include 2 loose boxes, on land at Hillcommon. Taunton.
There were no objections to this application – all agreed.
