MINUTES

MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 10 TH MARCH   2009 AT OAKE & DISTRICT HALL           

PRESENT: Cllrs. C. Bishop, G. Gill, D. Price, A. Dyke, J. Paul, P. Coles, D. Roots the Clerk, Julia Cook and Jan Hart from the Community Justice Panel also Tony McMahon Borough Councillor for Milverton and West Somerset.

PUBLIC QUESTION TIME:    None

MINUTES: The Minutes of the meeting held on the 10 th February were signed as being a correct record.

MATTERS ARISING:

Speed Indicators:  The results showed that East bound readings are disappointing as they show an actual increase in mean speed over the original mean speed reading by 5.6 mph. The West bound readings show a decrease in mean speeds of 0.8 mph.

ITEMS FOR DISCUSSION:

Community Justice Panel: Julia Cook explained how the ‘Restorative Justice Panel’ worked, she informed Council that these were set up in response to local concerns about anti social behaviour and the perception of low Police numbers, they deal with low level crime referred to them by the Police. The panel consists of volunteers with ages ranging from 22 to 84. The aim is to bring together those who have committed a crime and those who are victims of the crime, each party is invited to bring a supporter with them.
At each panel all participants are given the opportunity to speak. The offender is asked to explain what happened, what were their thoughts at the time and what were their thoughts now and what can be done. The persons harmed are asked similar questions and given the opportunity to respond to what has been said. Agreement is then sought as to the most appropriate way of resolving the issues raised, an ‘Acceptable Behaviour Contract’ is then drawn up and signed by all parties.

Police Report: A vehicle was taken from Taurus Motors at Hillcommon during the last month. There were no reported thefts, burglaries or anything else reported.

Agreement with Taunton Deane re play area: There had been a meeting between T.D., Oake Hall Committee, The Parish Council, parents and children of the District. Whilst the scheme would be under the ownership of the Village Hall they would also need the support of the Parish Council, members were asked informally if in principle they would make a grant towards the upkeep of this play area. It was agreed that this proposal would be acceptable. All agreed.

Requests for funding: Seven requests had been received during the past months and it was proposed by Cllr. Paul seconded by Cllr. Price that each of the following be given £25.

Citizens Advice Bureau, Somerset Art Works, Escape, Sailability, St. Margaret’s Hospice, Victim Support and Relate. 

PLANNING:    

00037 Retention of Entrance walls and gates and removal of condition 05 from Planning permission 27/06/0019 (personal occupancy) at Altona Park, Hillfarrance.

Councillors supported the retention of the walls and gates but asked that condition 05 remain in force. Proposed J. Paul, seconded P. Coles carried 5 votes to 1.

0004 Erection of an agricultural/equestrian building and formation of hardstanding at Daisycroft, Hillfarrance.

It was proposed by Cllr. Price, seconded by Cllr. Gill that this application be supported, all in favour.
