MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY
13 TH MARCH 2007 AT OAKE & DISTRICT HALL
PRESENT: Cllrs. C. Bishop, D. Price, R. Shaw, J. Paul, P. Coles the parish Clerk and 7 members of the public. Mr. & Mrs. D. Martin, Mr. & Mrs. R. Earthrowl, Mr. D. Roots, Mrs. K. Horton and Mr. H. Farbahi.

MINUTES: The Minutes of the meeting held on the 12 th February were signed as being a correct record.
MATTERS ARISING:
Parish Plans: Nothing further to report.
Affordable Housing: The Clerk reported that the latest news from the Rural Housing Enabler is that
Knightston’s architect is conducting a site survey and preparing drawings for planning. There will be a consultation with the Highways Agency regarding access shortly. When the architect has completed his drawings a parish consultation event will he held to give parishioners a chance to give their opinions and feedback on the proposed scheme with all parties involved in attendance.
ITEMS FOR DISCUSSION:
7.36 pm Standing Orders suspended to allow Mr. Farbahi to present is proposals for chalets and camping pitches on land south of Harris’s Farm. The following notes do not form part of the Minutes but are for information only.
There were lengthy discussions between Mr. Farbahi, members of the Parish Council and the public. Mr. Farbahi suggested he reduce the camping pitches to 25 but was asked to consider not having any camping sites just chalets. Concern was expressed on safety of stock in the adjoining field and also people perhaps walking along the main road to reach the public house. Many issues were raised. Mr. Farbahi said he would take into consideration the comments made and would in all probability return to the council with revised plans prior to going to Taunton Deane Planning.
He was thanked for attending the meeting and he in turn thanked the Parish Council for making it possible for him to meet with objectors.

Town & Country Planning Act 1990 Changes to delegated powers: This document to be circulated shows the delegation of conditions to officers on what has to be achieved before planning applications go to Committee.
Structural Reform: S.C.C. have made a bid to become a single unitary unit, if this were to happen it would have the greatest area in the country for a group of people to be served by one unit.
Consultation on Amendments to Code of Conduct: To be circulated.
A303/A358 South Petherton to M5: The proposed Fly over near the motorway at Blackbrook appears to be causing most concern, meetings are still being held the next being at Ashill on the 23 rd March and Ruishton on the 24 th March.
Cllr. Price took the Chair for the Planning Items.

Councillors had no objections to the application provided neighbours were happy.
002 Erection of a single storey extension at 45 Saxon Close.

006 Conversion of existing garage to additional bedroom at Laurel Deane, Oake.
No objections.

DATE OF NEXT MEETING Tuesday 10 th April. It was agreed that in future the Council would meet at 7.00 pm.
The Chairman Cllr. Bishop asked that a letter of congratulations be sent to the Chairman of the Governing Body of Oake School and the headmistress for their excellent Ofsted report.
