DRAFT MINUTES

MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 11 SEPTEMBER   2007 AT OAKE & DISTRICT HALL

PRESENT: Cllrs. C. Bishop, D. Price, P. Coles, D. Roots, G. Gill, R. Shaw, J. Paul the parish Clerk and three members of the public

PUBLIC QUESTION TIME   None

DECLARATIONS OF INTEREST:   Cllr. Bishop Prejudicial Interest in Planning Item 018T and   Personal Interest in 017.

APOLOGIES:   Mrs. C. Smeaton.

MINUTES: The Minutes of the Annual meeting held on the 14 th August were signed as being a correct record.

MATTERS OF REPORT:

            Community Speed Watch: Nobody had contacted the Clerk as a result of the posters and the item in the magazine. Roger Earthrowl has since said he would be prepared to assist provided we could find five others who would be interested. Another item to be placed in the magazine.

ITEMS FOR DISCUSSION:

    • 50 Notable Trees: Two trees had been nominated a Cedar Tree in Oake Churchyard and a Copper been in Hillfarrance churchyard. Three nominations for the cedar which is thought to date from around 1860 a local resident having bequeathed money for it to be maintained. The beech which is   around 70 years old had two nominations. The Parish Council together with the Tree Warden were given voting slips the result of which is that the Cedar had five votes and the copper beech 3 votes. The Tree Warden to inform Taunton Deane of the result.
    • Review of additional pitch requirements for Gypsies and Travellers in the S.W.  The consultation period ends on the 31 st October, this item to be raised again on next months Agenda.
    • Review of Polling Districts and Polling places within Taunton Parliamentary Constituency: It was thought that the polling arrangements in Oake were satisfactory, the document to be circulated and any comments sent to the Clerk.
    • Annual & Area General Meetings of SALC: This will be on the 29 th September at Barrington Village Hall.

PLANNING:  

016 Erection of Garden Room extension with link to single storey extension to accommodate hydrotherapy pool, associated facilities and garaging at Allerford Farm.

There were no objections to this application.

7.25 Standing orders suspended to allow public to speak

7.35 Meeting Resumed.

017 Erection of 2 semi detached dwellings with associated parking, land adjoining Baron House, Hillcommon.

After much discussion it was proposed by Cllr. Shaw and seconded by Cllr. Paul that the Parish Council object to this application on the grounds of safety it was felt that because of the nature of the site and the increase from one to two dwellings this will severely impact on the vehicles using this area. There will be so many vehicles all trying to manoeuvre in this area,   with all residents from Deane Vale Park have to reverse out of their site on to the front of these proposed properties, there is a great fear that should the emergency services be called to anyone in this area it will make it extremely difficult for them. The access is also being made smaller and thus everything will become more congested with the loss of this parking area.

It was further agreed that in the event of the Local Authority deciding to grant permission for these properties, (but the PC sincerely hope it will not be granted), then we would ask that the PC be consulted on all ‘reserved matters’ and that local residents should also be consulted on all ‘reserved matters’.

Six Councillors agreed to this proposal, Cllr. Bishop abstained.

            Conversion of Barns to dwelling and home office, Whipprells Farm Buildings.
