MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 13th SEPTEMBER 2011 AT OAKE & DISTRICT HALL
PRESENT: Cllrs. C. Bishop, A. Dyke, M. Marks, C. Stokes, Mrs. Yeoell, Mrs. Sargent the Parish Clerk, Keely Rudd from the Community Council for Somerset, PCSO Louise Fyne and 4 members of the public.
PUBLIC SPEAKING TIME: Mrs. Sally Woodbury said that she intended putting in a planning application for a further four homes on the site known as Altona Park.
DECLARATIONS OF INTEREST: Cllrs. M. Marks and Mrs. Yeoell, declared a prejudicial interest in finance, item regarding Steering Committee.funding.

MINUTES: The Minutes of the meeting held on the 9 th August were signed as being a correct record.
MATTERS ARISING: .
Community Led Planning. Keely Rudd from the Community Council for Somerset outlined the way in which the community would need to be involved and the things which could be looked at and achieved by such a group. The first thing would be to set up a Steering Committee, the Parish Council would not spearhead this but would have representation on it. To hold an event for the community to attend and have their say on what’s important to them, questionnaires would be sent out and an action plan formed. It might be that some would be interested in a ‘greener community’ or would want to look at the development of businesses and housing within the area, for properties to be made more environmentally friendly, is there a need for affordable housing or sheltered accommodation? These are some of the things which could be looked at.
There is some funding available for publicity, hire of the hall, surveys etc., the Community Council would advise and help with questionnaires and analysis of them. In all it would be at least an eighteen month project and costs would be in the region of two to three thousand pounds.
The Chairman thanked Keely for attending the meeting and outlining what is required. The Parish Council will now think about whether or not it wishes to take matters further.
Police Report: PCSO Louise Fyne reported that whilst we had two good Neighbourhood Watch groups in Oake it was still important for the public to be vigilant and call the Police if they were at all worried about anything. Within Oake during July and August there had been one case of criminal damage and a theft from a vehicle at the Golf Course, there was also a case of criminal damage in Allerford. She has been monitoring dog fouling in the area and would ask everyone to be responsible pet owners. She will also be talking to the Headmaster at Oake school about parking problems, some parents are parking on the zig zag lines whilst others are parking on private areas and blocking access to homes.
Telephone box at Hillcommon. The hedge has been further cut away giving much improved visibility.
Steering Committee (Shop): Cllr. Marks said that two members of the committee were visiting Crocombe to see what had been achieved there with setting up their own shop. He also said that discussions were taking place with the Village Hall Committee to see if it would be possible to use the barn as a Post Office/shop. A rota has already been produced if premises can be found, this information was taken from the survey, it all comes down to how much the village want a shop. The Chairman suggest they contact Hattie Winter who may be able to help with printing costs of leaflets etc., as she is involved with Rural affairs.
Chairmanship Awards: Two nominations have been put forward.
School Seat: Cllr. McMahon and the Clerk had both been progressing this. The Headmaster now assures us that the seat is being made and should be in place shortly, he did say that the plaque is very worn, the Clerk to collect this and bring it to Council to get their views on replacing it.
Half yearly audit: This has now been done by Cllrs. A. Dyke and C. Stokes.
Telephone Box outside school: The exterior has now been painted, the Chairman thanked Cllrs. A. Dyke and Cllr. C. Stokes for carrying out this work free of charge. The interior now requires cleaning and painting and subsequently fitting with shelving to hold books.
Jubilee celebrations: Several ideas have been received as gifts for children, bookmarks, badges, mugs, commemorative tins of biscuits, a check to be kept on the internet for ideas and prices when souvenirs become more readily available.
Dog Fouling: Warden controls have been carried out but have not witnessed any instances of dogs fouling.
ITEMS FOR DISCUSSION:
Affordable Housing needs: Cllr’s. were asked if they would like Mr. Lewis to attend a meeting to discuss the possibility of building affordable homes in Oake. It was proposed by Cllr. Marks, seconded by Cllr. Mrs. Yeoell that there was no call for this at the present time, all Cllr’s agreed.
Notice Boards outside School: these had been erected by the builders when the school was built, it was felt that we should approach the school to see if the larger of the two boards could be taken down as it is a eye sore. Cllr. Marks suggested making a feature of the smaller board by having it sign written with ‘Welcome to Oake’ and perhaps a picture and had already approached Mr. Michael King of the Golf Club to see if he would be prepared to sponsor this work being carried out. He also felt that the provision of a bus shelter would be a good idea for a jubilee project and said he was prepared to help raise money to support this environment enhancing project. The Parish Council did point out that they would not be able to fund this as a jubilee project as whatever they undertook would necessarily have to benefit the whole parish, it was proposed that we could endorse and item or project that would enhance the village without giving financial support, proposed Cllr. Stokes seconded Cllr. Marks.
8.35pm Standing Orders suspended to allow a member of the public to speak
8.38pm Meeting resumed.
Public speaking time: Council had been asked to move this to the end of meetings. This would not be in line with Council policy, advice had been taken from several sources on this. It was agreed however that after the closure of a meetings a few minutes would be put aside for anyone to ask questions, these would not form part of the meeting and would not be recorded in the Minutes.
Any Other Business: This does not appear on an Agenda as it is not recognised or permitted by Somerset Association for Local Councils of which Oake is a member. Parish Councils must be seen to state on an Agenda anything brought to their attention 5 days before the meeting thus enabling members of the public adequate time to see what is to be discussed and to arrange to come to a meeting and raise any queries they have on a particular subject appearing on the Agenda.
Dates for next years meetings: These will all take place on the 2 nd Tuesday of the month except in November when it will be the 3 rd Tuesday, there will be no meeting in December unless urgent business is received, i.e. a planning application which cannot be held over.
8.45pm Cllr. Marks left the meeting
The Item cover Case Officers report was not discussed as it had been raised by Cllr. Marks who had already left the building.
Funding of printing expenses for the community led shop were also not discussed as it had earlier been decided that they would contact Hattie Winter to see if she could provide funds for this.
PLANNING:
27/11/0013 Erection of a single storey extension at Pendower House, Hillcommon. Oake.
The Parish Council supported this application. Proposed Cllr. Yeoell, seconded Cllr. Stokes, all agreed.
Planning decisions taken by Taunton Deane.
27/11/0001/LB Replacement of basement windows and fireplace and painting of panelling at Blagroves Farm, Oake, as amended and also clarified by report by Garth Carter dated 15 May and Method Statement by Garth Carter dated 17 July 2011. CONDITIONAL APPROVAL
