MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 12TH SEPTEMBER 2006 AT OAKE & DISTRICT HALL
PRESENT: Cllrs. C. Bishop, D. Price, R. Shaw, J. Paul Mrs. I. King and the parish Clerk and Mrs. Caroline Smeaton.

MINUTES: The Minutes of the Annual meeting held on the 15th August were signed as being a correct record.
MATTERS ARISING:
(5.1) Contract of Employment for Clerk: The Clerk is now on the maximum salary scale which is effective from the 1 st April each year and as such the increase awarded will be back dated to that time. Travel allowance for the Clerk will be increased from 30p a mile to 40p a mile also effective from the 1 st April last. The Clerk is paid £10 a month to cover all phone calls and e mails and it was agreed that £20 a month would also be awarded for the use of the Clerks own computer, office, heating and lighting etc., again back dated to 1 st April last. All Councillors agreed to these increases.
Highways: The Clerk confirmed that a road sweeper had been in Hillfarrance, initially only the Anchor road had been swept, Taunton Deane were contacted and they sent a vehicle to sweep the other roads in the village. Cllr. Shaw reported that he had not seen a sweeper in the Saxon close area, the Clerk to check the contract and ask that it be amended to cover this area.
Road Sign. A road sign has now been erected at the top of Rectory Lane.
Drains: The drain by ‘Thomas House’ on the Oake to B.o.T. road is at present being renewed, this has been blocked with tree roots for some years and has been the cause of much flooding on that road.
Footpaths: The stile on path WG 9/28 at the top of hilly field Hillfarrance will shortly be replaced
ITEMS FOR DISCUSSION:
New Single Water Management Partnership: S.C.C is working on setting up a new single water management partnership for Somerset, this will replace the Levels and Moors Partnership and the Parrett Catchment Project.
AGM & Area meeting S.A.L.C. This will start at 10.00 on September 30th at North Curry Village Hall. The speaker will be Colin Port, Chief Constable of Avon & Somerset Police.
Young People’s Democracy Day. This will be held at the Tacchi Morris Arts Centre on 6th October from 9.00 am to 3.15 pm, there will be Political Speed Surgeries and workshops entitled Who Runs this Place and What to do with the waste ground.
AGM Community Council for Somerset: This will be at Broadway Village Hall on 19th September at 7.30 pm. For more information on any of the above contact the Clerk.
Village Post Offices under renewed threat: Everyone is being urged to write to their MP with regards to getting support to keep Post Offices. This autumn it is felt that The Department of Trade will decide the issue on commercial considerations alone. This would mean the end of subsidy leading to the closure of substantial numbers of rural post offices.

PLANNING.
017 and 017/LB Erection of Single Storey Extension to Steeple End, Heathfield Rectory.
Councillors had no objections to this application provided the Conservation Officer is happy and approves of the development as a whole. Proposed Cllr. Price, All agreed.
Planning permission has been received for:
014/Erection of extension to rear and alterations to roof to create loft conversion at Trelone, Hillfarrance.
Cllr Bishop returned to the Chair.
