MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON
TUESDAY 11 TH OCTOBER 2011 AT OAKE & DISTRICT HALL
PRESENT: Cllrs. C. Bishop, A. Dyke, M. Marks, C. Stokes, D. Roots, Mrs. Yeoell, Mrs. Sargent the Parish Clerk, S.C.C. Cllr. T. McMahon, PCSO Louise Fyne and 3 members of the public.
PUBLIC SPEAKING TIME: Mrs. Krohn spoke regarding planning application 27/11/0016 The Orchard Inn. She said there had been a misrepresentation in the application in that there was no previous covered area but only a pagoda and that the area to be covered was six times larger than the old one, she asked if a restriction could be asked for to stop its use after 10.30pm in order to minimise the noise disturbance caused to the close neighbours.
Cllr. Bishop also reiterated these remarks and said the noise and bad language was very upsetting specially when going on till 2 in the morning.
Cllr. Bishop also spoke of the request by the Village Hall for our support in submitting a planning application for solar panels to be fitted and said it would not involve the Parish Council in any financial outlay.
Mr. Sargent asked if the Parish Council knew any of the confidential information on the Steering Committee discussions other than what was disclosed by Cllr. Marks at the Parish Council meetings. The answer was no they do not.
DECLARATIONS OF INTEREST: Cllr..Bishop declared a prejudicial interest in 27/11/0016 and also the item asking for solar panels on the village hall.

MINUTES: The Minutes of the meeting held on the 9 th August were signed as being a correct record.
Cllr. Marks requested that in future when anyone left the meting the words ‘apologised for leaving the meeting’ should be used.
MATTERS ARISING: .
Police Report: PCSO Louise Fyne reported that there were 7 reported crimes since the last meeting.
12/09/2011- Theft from recycling centre Poole Wellington.
15/09/2011- Theft of a motor vehicle Nynehead Rd.
16/09/2011-Assault reported.
20/09/2011- Possession of a firearm without certificate Heathfield.
20/09/2011- Burglary in a non dwelling Oake Green.
26/09/2011-Criminal Damage Honesty box ripped of wall at Langford Lakes Middle Hill Farm Langford Budville.Had just been emptied by owners so discarded. Put straight back up again more securely for the majority honest persons who fish here.
01/10/2011-Racially aggravated incident Hillfarrance.
She had also discussed with the Headmaster measures taken towards helping traffic issues in the village of Oake.
Cllr. McMahon said he was concerned about the information parents and children have about getting to school in a safe way, the information given out when registering a child for school is insufficient. It would be a good idea to get children/parents to provide leaflets as they would know the safest routes to school.
7.25pm Cllr. Mc.Mahon apologised and left the meeting.
Steering Committee (Shop): Cllr. Marks reported that two or three members had visited 3 individual Post Offices to see how they were set up and to see how many volunteers were needed and also to see if the business was viable. The steering group will try and get access to information regarding the profitability of existing community led Post Offices. They have also looked into whether or not they can use the existing Post Office or the barn on the village hall land, they had attended a village hall meeting and learnt that the barn cannot be used as there was a covenant on it. Other options are being investigated. Once they have the full information the Chairman of the Steering Group will attend a Parish Council meeting to present their findings, it is hoped this will happen at the next meeting. They feel they are very close to firming up decisions and near to holding a public meeting at which they hope members of the Parish Council would attend. A member of the Steering Group will be attending a meeting with Ian McMath as they way Post Offices are being run will be changing in 2014. The members of the Steering Group have all worked extremely hard, attending meetings, looking for premises and trying to find sites in which perhaps a porta cabin could be sited.
The Chairman thanked Cllr. Marks and asked that the Parish Councils thanks be passed on to the Steering Group for all their hard work and hoped to welcome their Chairman to the next meeting and to hear their presentation.
One of the Steering Groups meeting had been held in the hall and the Parish Council agreed that the cost should be invoiced to them.
School Seat: This has not yet been replaced the Clerk had again spoken to the Headmaster who is doing all he can to get the seat reinstated, before he left the building Cllr. McMahon also agreed to progress the matter. The plaque taken from the old seat was shown to councillors, it is rather worn but was felt that we should ask a sign writer to it to see if it could be made presentable.
Telephone Box outside school: Cllr. Stokes said that he would now paint the inside of the box. Heidi at the Post Office had offered shelving and it was agreed that Mr. Sedgewick would be approached to see if he would fit this for us. Cllr. Roots said he had a quantity of books which he would donate and would also keep an eye on it daily to make sure it was tidy. Cllr. Marks had weed killed around the box.
Jubilee celebrations: Cllr. Mrs. Yeoell had suggested giving commemorative medals to all children under 16 in the parish and at the school. The Parish Council now has to find out how many children would qualify these would then be purchased before next year as it would be cheaper to do this.
Notice Boards outside School: The larger of the two boards has now been removed, the smaller board will remain for use by the community.
Footpaths: WG9/23 and part WG 9/24 the Order is expected to be heard next year for the deviation. Document to be circulated.
ITEMS FOR DISCUSSION:
Signs on the side of the Highway: Cllr. Roots felt that the signs for Ford Nursery on the sharp bend constituted a dangerous distraction. Taunton Deane to be asked to look at all signs on this stretch of highway for which there has been no planning application.
Community Led Planning. Cllr. Stokes had issued a paper and asked did the Parish Council wish to be proactive or not. Councillors were impressed with the document but pointed out we are not a charity and would therefore not be able to apply for grants as could the Village Hall Committee, it was suggested that perhaps more interest should be shown in the Village Hall activities. Cllr. Stokes will modify the document for future presentation.
Taunton Deane Budget Review and Priorities consultation: This document was circulated.
Half Year Precept. Cllrs. were given copies of the projected figures and will discuss this again at the next meeting.
8.04pm Cllr. Bishop left the room and the Vice Chairman conducted the next items.
PLANNING:
Solar Panels on the Village Hall. A request had been received that the Parish Council support submit a planning application for panels on the village hall. This would not involve the Council in any financial outlay.
Cllr Marks pointed out that the actual letter received was not clear and he felt that council should know the costs involved to the community before any decision could be made.
Cllr Roots said the Village Hall committee were anxious to get this under way and proposed that ‘the Parish Council agree to submit an application on their behalf’
A vote was taken, the results being Cllr. Roots and Cllr. Mrs. Sargent For, Cllr. Marks against, Cllrs. Stokes, Dyke and Mrs. Yeoell abstained from voting.
An application on the Village Halls behalf will be submitted.
27/11/0014/AGN Notification for erection of agricultural storage building at Kings Buildings, Pontispool,
It was proposed that whilst we support this application we would mention that we are concerned about the highway which is a very narrow lane and if fertiliser, which we understand will be stored there, is to be delivered by lorries then it could cause problems.
27/11/0015 - RW – DD Erection of shed at Stoke Red Barn, Oake
There were no objections to this application
27/11/0016 Erection of covered area to patio at Orchard Inn, Hillcommon (Retention of works already undertaken)
The Parish Council are concerned that there was a misrepresentation in the application, there was no previous covered area but only a pagoda with plants growing over it. They would however support this application provided that a restriction were put in place that ‘it should not be used after 10.30pm in order that nuisance to neighbours be kept to a minimum’.
Cllr. Mrs. Yeoell proposed the above be submitted and Cllr. Roots seconded all agreed accept Cllr. Marks who had not participated in the first two applications as had not previously had opportunity to study the plans.
