MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 23 RD OCTOBER 2007 AT OAKE & DISTRICT HALL

PRESENT: Cllrs. C. Bishop, P. Coles, R. Shaw, J. Paul the parish Clerk David Greig and Caroline Smeaton

PUBLIC QUESTION TIME   Somerset County Councillor Mrs. Caroline Smeaton said there was a substantial budget available and that it had been suggested this be used for the provision of services for young people in rural areas, they hope to employ a Rural Youth Worker who would try and encourage and enhance groups already in existence. She asked if the Parish Council would support this scheme. Parish Councillors agreed that this would be a very worthwhile project as there is little for the youth of today in rural areas and they offered their support of the scheme.

MINUTES: The Minutes of the Annual meeting held on the 11 th September were signed as being a correct record.. The Minutes of the Planning meeting held on the 2 nd October were also signed as being correct.

MATTERS OF REPORT:

            Community Speed Watch: Six people have now come forward to be trained to handle speed cameras, we now have to wait for the Police to arrange training.

ITEMS FOR DISCUSSION:

    • Review of additional pitch requirements for Gypsies and Travellers in the S.W.  No further comments were made on this item.
      6.2        Dates for next years meetings: These have been arranged for the second Tuesday of the month January to October, the November meeting will be on the third Tuesday, no meeting in December.
      6.3        Web site funding: A request was received Kirsten Horton the Vice Chairman of Oake & District Hall for funding to help pay for broadband expenses, technical support etc., for the computer room.She also pointed out that the three volunteers who update and look after the web site had won yet another award, the web site was runner up in the village website competition organised by the Community Council for Somerset. Firstly the Chairman Cllr. Bishop congratulated the web site team on their award and their continued high standard of maintaining the site. The Parish Council agreed to support the computer room and a cheque for £200 will be drawn next month, David Grieg the Parish Liaison Officer also agreed to send a cheque for a further £100 in support.
    • Burial Ground Grants: These have been received and will be paid out under Finance.
    • Parish Precept: The precept needs to be set by January at the latest. The Clerk supplied the six months projected figures for Councillors to review, they will be discussed in full next month.
    • Affordable Housing: Karl Hine, senior Rural Housing Enabler had written to say that he had spoken to Knightstone about the project in Oake. The latest situation is that the provisional agreement with the landowner is still in place and that Knightstone aim to put a bid for Housing Corporation funding in November. He will keep us informed of any progress.
    • Are your views going to Waste: Councillors were informed that local presentations will be taking place during November.
    • Ramblers comments on prioritisation of footpaths: This letter was handed to our Head Footpath Warden Cllr. J. Paul, it will be discussed at the next meeting. Cllr. Paul said that he had walked all the footpaths towards Milverton and apart from a minor problem all were in good order.
    • Somerset Art week request for funding: It was felt that any requests for funding would be dealt with next month after the precept has been looked at.

PLANNING:  

2007/020AGN Erection of Agricultural Building, Oake View Farm, Oake.

There were no objections to this application.

Planning approval received for:

  • Tree management works at Oake House, Hillcommon
  • Erection of Garden room extension with link to single storey extension to accommodate hydrotherapy pool, associated facilities and garaging at Allerford Falrm.
  • Erection of 2 semi-detached dwellings with associated parking, land adjoining Baron House.
