MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 17TH OCTOBER 2006 AT OAKE & DISTRICT HALL
PRESENT: Cllrs. C. Bishop, D. Price, R. Shaw, J. Paul, P. Aldenhoven, P. Coles, Mrs. I. King the parish Clerk and David Greig.

APOLOGIES: None
MINUTES: The Minutes of the meeting held on the 12th September were signed as being a correct record, also the Minutes of the Planning meeting held on the 10 th October.
MATTERS ARISING:
Contract of Employment for Clerk: It was agreed this should be discussed at the next meeting.
Highways: The Clerk had contacted Mr. Ramus of Thomas House to see if he would be agreeable to trimming his hedge back, he was loath to do this as he said if it were cut, traffic would speed up and they would have a clearer forward view. The Clerk to go back to Mr. Ramus as ask if he would cut the hedge back by a foot for 2 metres on the South side.
Future of Rural Post Offices: This is very much an ongoing threat, and it is hoped that the community will use the Post Office as much as possible and do all they can to make sure Oake Post Office does not close.
ITEMS FOR DISCUSSION:
Statement of Community Involvement: These documents had all been circulated but Councillors had no comments to make. David Greig pointed out that it will be a requirement of Developers that they consult with the community. He also said that it is important that when considering an application you may form a view on planning but you must state that ‘ this is a preliminary view’ until you are aware of all the facts. All discussions must be open.
Parish Plans: Cllr. Shaw had expressed an interest in Parish Plans, the Clerk consulted with the Community Council for Somerset who said that some funding was now available. Oake Parish Council expressed their interest in investigating the possibility further. A great deal of work is involved and a steering committee from the community would have to be set up if this does go ahead.
Dates for Meetings 2007: Dates had been agreed and copies given to Councillors.
Accident by School: Mrs. Salter of Saxon Close had written to say that twice recently her son had been knocked off his bicycle outside Oake School. The Clerk to ascertain which direction the traffic was travelling at the time, the time of day and to ask Mrs. Salter for a sketch of the area, all this information will then be forwarded to Ian Titcome at S.C.C. stating that, ‘with the support of the Parish Council the time has come yet again, and that within the current highway regulations something should be done to make this stretch of road safer’.
Website Award: Oake Parish web site were joint winners with Nynehead of the Taunton Deane Section for best web site. The Chairman congratulated the web site team for their unstinting efforts which they put in to updating and maintaining the site.
Strategic Plan for Young Person’s Facilities: The Clerk to check with Oake Hall Committee that they had received this document and that it had been filled in and returned.
Requests for funding: The Air Ambulance and Victim Support had asked for support, before this is given the Clerk to check and see when the last time financial aid was given to the Air Ambulance.
Burial Ground Grants: These have been received from Taunton Deane and will be paid out in full to the relevant bodies under Finance.

PLANNING.
018 Erection of a single storey extension for Kitchen and Disabled Toilet facilities at Church of The Holy Cross, Hillfarrance.
The first proposal made by Cllr. Price was that the Parish Council accept the application but state that they feel the dormer window spoiled the whole aspect of that side of the church. After further discussion this proposal was withdrawn.
The Second proposal said ‘that Council was not happy with the dormer window and preferred an earlier application which showed a velox roof light which they felt was much more in keeping with the line of the existing roof’, they therefore objected on these grounds. Proposed Cllr. Shaw, seconded Cllr. Mrs. King, Cllrs. Price and Paul agreed. Cllr. Coles abstained.
Cllr Bishop returned to the Chair.
Cllr. Coles expressed a prejudicial interest and left the meeting.
