MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 18TH OCTOBER 2005 AT OAKE & DISTRICT HALL.

PRESENT: Cllrs. C. Bishop, R. Shaw, P. Coles, D. Price, J. Paul, P.Aldenhoven, the parish Clerk, Julian Morant Community Police Support Officer, Mrs. P. Scott, Mrs. S. Davies and Mr. & Mrs. Lavington.

PUBLIC QUESTION TIME: None

MINUTES: The Minutes of the meeting held on the 13th September were signed as being a correct record.

7.34 pm. Standing Orders Suspended to allow Mr. & Mrs. Lavington to comment on vehicle speeds at Heathfield, also Julian Morant to comment.

7.40 pm Meeting resumed.

MATTERS ARISING:
5(1) Highways Vehicle speeds:
A letter had been received and a report given regarding the dangers of walking or crossing the road near Heathfield Lodge. Young children live in the area and have to catch a bus to and from school on this dangerous stretch of road where there is no speed limit or footway. It was agreed the Clerk should contact Ian Titcombe of S.C.C., with a copy of the letter to go to Mrs. C. Smeaton, asking if signs saying 'pedestrians on road' or 'slow children' could be placed in the vicinity, if the 40 mph limit could be extended and if a bus stop or layby could be provided on either side of the road.
Hillfarrance: with regard to the accident near the Hillfarrance turning in early September a letter had been received from S.C.C. saying that 5 slight injury accidents had occurred in the last 10 years, and this did not warrant any highway improvements at this junction, they would however get the grown of the hedges in the area monitored which may be impeding visibility in the vicinity. Cllr. Bishop asked Julian Morant if he could find out the severity of the last accident.
Barrier at Oake School: The Clerk has already contacted Ian Titcombe and will also speak to Denis Quick regarding this matter.

8.02 pm Standing Orders Suspended to allow Mrs. Davies (Chair of School Governors) and Mrs. P. Scott Headmistress of Oake & Bradford school to speak.

8.29 pm. Meeting resumed.

6(4) Proposals relating to the Federation of the Governing Bodies of Oake & Bradford school and Nynhead school. After a lengthy report and explanation of the reasons of considering a Federation of these two schools, which would mean one Governing Body for the two schools, this would be a positive and supportive way of moving forward. Both schools would remain in their own sites, keep their own names but that the staff would be managed by one Governing Body. They would seek to ensure a fair balance of representation across both schools.
The Parish Council were very impressed with the presentation and offered their full support which they felt would be a very positive move for children, parents and staff alike.
The Chairman thanked Mrs. Davies and Mrs. Scott for attending the meeting and explaining everything.

5(2) FOOTPATHS: A copy of the footpath regulaltions etc., had been received and would be circulated to all and returned to the Clerk for keeping.

8.32 pm Standing Orders Suspended to allow Roger Earthrowl (Tree Warden) to report.

5(3) TREE WARDEN: Mr. Earthrowl had atteded a meeting of South West Tree Wardens at Dartington on the 8th October.

ITEMS FOR DISCUSSION

6(1) S.C.C. Community Budget: S.C.C. Cllr. Caroline Smeaton had informed the Parish Council that she would once again have £400 to give to parish councils. It was agreed that we ask that this go towards further IT training in the computer room at the hall.

6.(2) Community Handyman Service: This is a new service set up by Taunton Deane to offer assistance to the elderly by having a handyman carry out small jobs at a nominal fee. Leaflets have been placed in the hall.

6(3) Taunton Deane Council for Voluntary Service: AGM on 20th October at 7.00 pm.

6(5) Air Ambulance: A request for funding had been received from the Air Ambulance. Cllr. J. Paul proposed that £100 be sent this was seconded by Cllr. Coles. all agreed. A cheque will be drawn at the next meeting.

6(6) Precept: This to be dealt with at the next meeting, in the meantime the Clerk to send proposed figures to the Chairman.

6(7) Internal Audit: The six months internal audit had been undertaken by Cllr. Price.

6(8) Dates for future meetings: These had been arranged and copies given to all Cllrs. Bookings have been requested for the hall.

PLANNING
1. Formation of access at land adjacent to Taurus Motors, Hillcommon.
Councillors did not support this application, they felt it was inappropriate having the close proximity of the present access, and also the nature and speed of vehicles on that stretch of road, which on the plans was shown as 20 mph but is in fact 30 mph.

2. Erection of Extension to Enclose Swimming Pool at Pontispool Farm, Norton Fitzwarren.
There were no objections to this application.
