DRAFT MINUTES

MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 18 TH NOVEMBER  2008 AT OAKE & DISTRICT HALL

PRESENT: Cllrs. C. Bishop, P. Coles, G. Gill, D. Price, A. Dyke, J. Paul, D. Roots the Clerk and S.C.C. Mrs. Caroline Smeaton.

APOLOGIES:  

MINUTES: The Minutes of the meeting held on the 14 th October were signed as being a correct record.

MATTERS ARISING:

Footpaths: S,C.C. Rights of Way annual survey is taking place throughout the parish. A new bridge has been positioned on a footpath near Broom Farm, and also work has been done to WG 9/39.

Oake & Bradford School: Consultations and meetings are still on going, a decision should be taken by the 17 th December.

ITEMS FOR DISCUSSION:

PACT . Due to unforeseen circumstances the Police were unable to attend the meeting.

Hinkley Point : Consultation papers were given to all Councillors, anyone interested could attend a workshop on the 28 th November from 6.30 – 8.30 at The Abermarle Centre, Taunton.

Community Partnership meeting: Councillors were advised that this meeting had been cancelled.

Clerk’s Salary: It was proposed by Cllr. Price, seconded by Cllr. Paul that the Clerk’s salary should be increased from 9.827 to 10.068 per hour to bring it in line with SLCC and NALC recommendations , this would be back dated to 1 st April 2008 when this came into force.

Land Registry: are currently running a campaign to encourage parish councils to voluntarily register their land holdings. It is a Land Registry objective to complete the registration of all freehold land ownership in England and Wales. Clerk to investigate registering Hillfarrance Green.

Strategic Housing Market Assessment: Councillors were informed that there would be a meeting on the 26 th November.

S.A.L.C.  The next meeting will take place at Crowcombe Village hall on 4 th December.  

PLANNING:    

27/08/033 Replacement of flat roof with tiled pitched roof, installation of bay window, conversion of garage into living accommodation, formation of new vehicular access at Sunrise. Oake.

It was proposed by Cllr. Price, seconded by Cllr. Paul that the Parish Council support this application provided that the Highway Authority have no objections. All agreed.

Planning decisions by Taunton Deane.

Refusal: Change of use of Chapel into residential unit at The Old Chapel, Hillcommon
Approval. Erection of conservatory to rear of 48 Saxon Close, Oake.
Approval. Application to fell one eucalyptus tree and to carry out management work to one apple tree within Hillfarrance conservation area at Church Cottate.
