MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 22 nd NOVEMBER 2005 AT OAKE & DISTRICT HALL

MINUTES: The Minutes of the meeting held on the 18 th October were signed as being a correct record.
MATTERS ARISING:
5(1) Highways
Vehicle Speeds: Ian Titcombe of Highways has written to say that:
The request for a footpath between Heathover House and Hillcommon would be forwarded to the Local Transport Plan Team for their consideration.
Bus stop/pull ins would also be considered by LTP.
Pedestrian Road Signs, these are only used where pedestrians frequently use a road and would not be considered in this area.
Speed Limit, the extensions of the 40 mph buffer zone did not conform with the criteria required.
Statement of Community Involvement: Document to be circulated.
Precept: The Clerk had presented council with the latest and projected figures, from this it was decided to apply for £3400 for next year. The document was duly signed by the Chairman, two Councillors and the Clerk.
Barrier at Oake School: Highways had emailed the Clerk stating that as the School had organised the installation of the new boundary railings, and it was pointed out by the Inspector regarding the position of the small gate and the possible dangers of children running out. The School building Inspector said it is for the school to sort this problem out.
ITEMS FOR DISCUSSION:
Flight Path to Bristol & Cardiff: The Clerk of Halse had sent an email to say that the flight path to these airports was being changed and would possibly affect areas of the Quantocks and some villages. Councillors did not feel this was an issue.
Hillfarrance Flood Scheme: Following the recent heavy rains the Oake/B.o.T road had flooded and there was more water on the south side of the village whilst none was going down the scheme. The Environment Agency was asked to check and make adjustments. It was also pointed out that no one had come to change the flood signs. Also a tree is laying across the river and possibly causing a problem. The landowner to be asked if this could be removed, the EA to be told that when there emergency number was rung there was no reply.
Transport Road Show: This will take place on the 29 th November at Taunton Rugby Club between 2.00 pm and 6.30 pm.
Planning Training for Parish Councils: This is at Bishops Lydeard on the 24 th November at 7.30 pm.
SALC Meeting: To be held on December the 8 th at Williton 7.30 pm.
Age Concern: Request for funding will be considered in the next financial year.
Somerset Wast Action Plan: Offered to send a representative to talk to the PC, it was felt that it would be better to wait until next year after the new system of waste disposal has been introduced to our area.
Tree Preservation Order: Has been place on trees in the copse by the footpath from the school to the top of Oake.
PLANNING:
Internal alterations and erection of extension to link existing cellar with proposed extension at lower ground floor level at West Wing, Heathfield Rectory.
Listed Building works. Internal alterations and erection of extension to ground floor and basement at West Wing, Heathfield Rectory.
Councillors had no objections provided the works carried out conformed with Listed Building Regulations.
Planning application proposal withdrawn: Formation of Access at land adjacent to Taurus Motors.
Application: Formation of access at land adjacent to Taurus Motors, Hillcommon (Revised Proposal)
Councillors had not objection to this application: Proposed R. Shaw, seconded P. Coles, all agreed.
