MINUTES OF THE   ANNUAL GENERAL MEETING OF OAKE PARISH COUNCIL HELD ON

TUESDAY 11 TH MAY 2010 AT OAKE & DISTRICT HALL

Election of Chairman:  Cllr Coles proposed that Cllr. Bishop remain as Chairman, this was seconded by Cllr. Paul, all agreed.

Election of Vice Chairman: Cllr. Coles proposed Cllr. Dyke for this position, this was seconded by Cllr. Gill, all agreed. The Chairman thanked the outgoing Vice Chairman Cllr. Paul for his past work in this position.

Acceptance of Office:  The Chairman   and the Vice Chairman duly signed the forms which were witnessed by the Clerk.  

PUBLIC QUESTION TIME:    Council were asked if there was any update on the consultation document and who was responsible for the survey for affordable homes and what area was covered by it.

Present:   Cllrs. Bishop, G. Gill, A. Dyke, J. Paul, P. Coles the Clerk and 5 members of the public

APOLOGIES:   Cllr. D. Roots and D. Price. T. McMahon.

MINUTES: The Minutes of the meeting held on the 13 th April were signed as being a correct record.

MATTERS ARISING:

Hillfarrance Green: There had been a meeting with Ian Titcombe of the Highways Authority who had discussed the proposal with Roger Hagley the Conservation Officer who in turn was happy for the work to be considered provided that conservation grade kerbs were used. The cost of 53 meters of kerbing, making up verge and reinstating highway would be in the region of £2000. The Church had agreed to giving £500 towards this work and fund raising events would also be held in the village. The Parish Council were asked if they would contribute, this they agreed to in principle but would have to wait and see what was in the budget. S.C.C. to be asked if they have any funds.

ITEMS FOR DISCUSSION:

9(i)       Adoption of Accounts: The accounts had been internally audited and it was agreed they be adopted. Proposed Cllr. Dyke seconded Cllr. Paul all agreed.

9(ii)      Audit Papers: The Annual Governance Statement was duly completed and signed by the Chairman and the RFO.

9(iii)    Risk Assessment: This was presented to Council and duly approved and adopted.

9(iv)     Register of Members Interests: All Councillors were reminded that they must inform the Clerk if there were any changes to their Interests.

9(v)      Standing Orders: These had been circulated and adopted. Proposed Cllr. Gill seconded Cllr. Paul all agreed. Copies were given to each member.

9(vi)     Play Area funding: It was agreed to leave this to the last item on the Agenda as the Chairman declared an interest. 9(vii)   Footpaths:   A   gate has been placed on footpath WG 9/24, the gate is required for stock control. Oake parish comes under Les Braunton Area 2 Warden email address rightsofway@somerset.gov.uk .

9(viii) Speed Indicator Results:  In January the average speed of vehicles east bound at Hillcommon was 46mph in the 40mph zone and west bound 43mph in the 30mph zone.

9(ix)     Speed Gun:   Due to other commitments the Clerk has been unable to arrange the use of the gun. If anyone would like to come forward and be prepared to do a couple of hours training with the Police then please call the Clerk on 461245.
