MINUTES OF THE ANNUAL MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 13 TH MAY   2008 AT OAKE & DISTRICT HALL

Election of Chairman: Cllr. C. Bishop was proposed by Cllr. Shaw, seconded by Cllr. Coles, all agreed. Cllr Bishop duly signed the Acceptance of Office.

Election of Vice Chairman:  Cllr. J. Paul was proposed by Cllr. Price, seconded by Cllr. Gill all agreed,        

PRESENT: Cllrs. C. Bishop, D. Price,   R. Shaw, P. Coles, G. Gill, the parish Clerk and five members of the public.

PUBLIC QUESTION TIME:    None

DECLARATIONS OF INTEREST:   Cllr. Bishop Personal Interest in Item 27/2008/008. Cllr. Bishop also said that as a member of Taunton Deane he will not voice an opinion on any planning items and that any comments he made he reserved the right to alter those opinions at Taunton Deane once all the facts were before him.

APOLOGIES:   Cllrs. J. Paul, and D. Roots, S.C.C. Mrs. C. Smeaton.

MINUTES: The Minutes of the meeting held on the 8 th April were signed as being a correct record.

MATTERS ARISING:

Speed Watch: There was confusion when the Police failed to turn up for the training session, they had expected us to go to Bridgwater but had failed to tell us. It is hoped to arrange a new date shortly.

Seat outside the school: Mr. Dave Sedgewick has kindly said he will repair this.

PLANNING:

27/2008/009   Siting of mobile home and one touring caravan at Altona Park, Hillfarrance.

After discussions it was proposed by Cllr. Shaw that an objection be made as this application does not meet the need as contained in the Local Plan as family members already live abroad. This proposal was supported by 3 votes to 1.

27/2008/008 Conversion of barn to form offices and store, Allerford Farm, Allerford.

It was proposed that the Parish Council object to this application on the grounds of the size of the development and on traffic issues. Proposed Cllr. Shaw seconded Cllr. Price, all agreed.

27/2008/011 Conversion of Barn to ancillary accommodation at Pitlands Farm, Hillfarrance.

Proposed by Cllr. Price and seconded by Cllr. Gill that we support this application, all agreed.

27/2008/012 Conversion of barn to dwelling and erection of extension to side at Higher Knapp Farm, Hillfarrance

The Parish Council objected to this application on the grounds of size and design. Proposed Cllr. Price seconded Cllr. Coles, all agreed.

27/2008/014T Application to fell one Atlas cedar tree within Hillfarrance conservation area at Nunca Mass, Hillfarrance.

The Parish Council supported this application, all agreed.

27/2008/015T Application to pollard 7 lime trees and to carry out Management work to one copper beech tree within Hillfarrance conservation area at Holy Cross Church, Hillfarrance.

The Parish Council supported this application, all agreed.

Planning approval received for: The appeal for 13 holiday chalets and 50 camping pitches with amenity block for land south of Harris’s Farm. The Inspectorates decision was to allow the camping pitches and amenity block but to dismiss the appeal for the 13 chalets.

ITEMS FOR DISCUSSION:

9(i)0508 Pioneer Somerset. This follows on from the proposal to establish a single unitary council for Somerset. Pioneer Somerset is a new approach and is a five year programme of work designed to achieve the following vision agreed by leaders of all six principal authorities. By 2013, the county and 5 district councils of Somerset will be working in a seamless and fully integrated way, delivering services of consistently high quality, generating substantial efficiency savings and making life better for our residents and diverse communities. We will be recognised as a National leader, innovator and pioneer in enhanced multi-tier working.’

9(ii)0508 S.A.L.C. meeting 7.30 pm on 5 th June at Bicknoller, any Cllr. wishing to attend please notify the Clerk.

9(iii)0508 Adoption of Accounts. The accounts were presented to the Parish Council for adoption, these had already been audited by our Internal Auditor Miss P. Archer. It was agreed these accounts be adopted.

9(iv)0508 Audit The Audit papers were examined and the Annual Governance Statement read out and completed. The papers will now be forwarded to the main Auditors

It was agreed that next year the Annual Parish meeting would be held in April and the Annual Meeting of the Parish Council would be held in May.
