MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON
TUESDAY 8 TH MARCH 2011 AT OAKE & DISTRICT HALL
PRESENT: Cllrs. C. Bishop, D. Price, P. Coles, D. Roots, G. Gill, A. Dyke the Parish Clerk, PCSO Simon Bramley, Graham Harding (Census Representative) and 8 members of the public.
PUBLIC QUESTION TIME: Again a question on the Core Strategy. Cllr. Bishop said that the document has been published but has not yet been scrutinised and will not be discussed by Taunton Deane until June.

APOLOGIES: Cllrs. J. Paul. Cllr. T. McMahon
PCSO Simon Bramley who had been holding a ‘beat surgery’ in the hall reported that on the 10 th February at Manor Farm, Heathfield, entry had been forced to farm buildings and 7 agricultural vehicle car batteries were stolen. There had also been one domestic assault in Oake on the 22 nd of February.
Graham Higgins the Census Representative said that anyone requiring help in filling out their papers could get help either on line at www.census.gov.uk or by contacting the census helpline 0300 0201 101, if required someone would attend and help with the filling out of the form. All forms should be completed on the 27 th March.
The Chairman thanked both PSCO Simon and Graham for attending the meeting.
MINUTES: The Minutes of the meeting held on the 8 th February were signed as being a correct record.
MATTERS ARISING: .
Likely closure of the Post Office: Cllr. Bishop in conjunction with Taunton Deane had arranged for forms to be printed and distributed to every household to enable people to say what facilities they would like to have in addition to the Post Office facility if it were possible to keep it open. Please complete your form and return either to the Post Office or to the Clerk at Foxgloves, Hillfarrance.
ITEMS FOR DISCUSSION:
Street Party Saxon Close: It is understood this will now be held at and on the Hall grounds and will therefore not be necessary to close the road although permission had been granted.
Elections: Election papers were distributed not only to present Cllrs. but also to members of the public who showed an interest.
P.A.Y.E.: After many years HM Revenue & Customs have decided that Parish Councils must be registered as employer and operate PAYE on the income the Clerk earns. In the past it was up to the Clerk to show evidence that tax had been paid. All this must be done on line and payments to be made in the same way. The Clerk has already registered Oake Parish Council with HMRC.
PLANNING:
27/11/0005/T Application to carry out management work to one oak tree included in Taunton Deane Borough Tree Preservation order at 3 Saxon Close, Oake
There were no objections to management work being carried out.
27/11/0004 Change of use of land from agricultural to Boarding cattery with erection of 25 timber pens. 1 isolation pen, store and kitchen facilities at Higher Knapp Farm, Hillfarrance.
There were no objections to this application, all agreed
