MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON
TUESDAY 14 TH JUNE 2011 AT OAKE & DISTRICT HALL
PRESENT: Cllrs. C. Bishop, D. Roots, A. Dyke, M. Marks, C. Stokes, Mrs. Yeoell the Parish Clerk and 3 members of the public.
PUBLIC QUESTION TIME: None.

MINUTES: The Minutes of the meeting held on the 10 th May were amended under item 051115 Broadband speeds to read ‘Taunton will be getting high speed’ and not Taunton Deane they were then signed as being a correct record.
MATTERS ARISING: .
Dog Fouling: The Dog Warden has checked the path near the school which wasn’t in a bad condition, they say they have no powers over the path once it enters agricultural land. The approx. costs of emptying bins would be £30 per week and the cost of a new bin around £350 to purchase.
Broadband speeds: The Schools now have faster broadband but S.C.C. has no thoughts at present for making this available to a wider extent. Cllr. Marks asked if Council would be supportive if he petitioned and made every effort to get faster broadband to the parish, this motion was seconded by Cllr. Stokes all agreed to support him.
ITEMS FOR DISCUSSION:
051118 Likely closure of Post Office : The Clerk had been in touch with members of the public who were willing to be involved in a steering committee. It was felt that this should be run by the community and not the Parish Council. Cllr. Marks agreed to co-ordinate the group and Cllr. Mrs. Yeoell also offered to be involved. Cllr. Marks had already investigated the possibility of two areas where a shop might be situated. The Clerk to contact the others willing to be involved and send the names etc. to Cllr. Marks, the Parish Council did offer to cover the costs, if any, of the hire of any room to hold meetings.
051119 Speed Indicator Device results: During May checks were made of the eastbound traffic on the B3227 the percentile average was 44mph and in June checks were made of the westbound traffic with the percentile average of 42mph. These checks took place over an eight day period. Results to be circulated.
051120 Speed Watch: Two new members of the public have now received training, the Clerk had been in talks with the police who will give every support and say that the ‘speed gun’ does not now have to be calibrated every year. It is hoped to get out within the next week to carry out a check.
051121 Telephone Box: An estimate of £200 has been received to paint the outside. It was agreed to put this on the next agenda but to wait in the interim to see if Council could find anyone willing to do it for free. Once it has been completed the Clerk suggested it be used as a free library as it appears there will be even more cut backs to the present mobile library which currently visits the village.
051122 Footpaths: Plans and details of the diversion of path across the Golf Course had been received and these will be circulated to all members.
051123 Affordable Homes: Mr. Lewis of 1 st Homes had contacted the Clerk to discuss their negotiations to purchase land on the south side of the village with a view to building 10 terrace or semi detached homes. The site is outside of any local plan area and there are no services. The Clerk discussed this with the Chairman who in turn referred them to Taunton Deane.
051124 Further electoral review of Somerset: The Government Boundary Commission are looking again at this, the review will commence in August and be completed by summer
2012. Electoral inequalities have been identified, this means that some electoral divisions have too many or too few electors per councillor compared to the average for the county.
051125 Trees in a Conservation Area: Over the past few months a number of trees in Conservation Areas across the district have been pruned or felled without planning consent. The reason given for the works is often ‘we didn’t know we needed permission’.

The Clerk was asked to write to the Village Hall Committee and the School and congratulate them on the very successful fete held last Saturday.
The Clerk also to write to Mr. Payne at Heathfield and thank him for the way he keeps the verges trimmed and tidy at the Heathfield Junction.
Contact Highways re the telephone box at Hillcommon as it is almost invisible, hedge needs to be cut back and also about the directional sign to Houndsmoor on the Nynehead road.
