MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 12 TH JUNE 2007 AT OAKE & DISTRICT HALL
PRESENT: Cllrs. C. Bishop, R. Shaw, J. Paul, P. Coles, D. Roots, G. Gill, the parish Clerk and one member of the public Mrs. Sally Tucker.
PUBLIC QUESTION TIME: Mrs. Tucker spoke and said how disappointed she had been at an item in the April Minutes (Land for sale at Oake) which mentioned a certain sector of the public, she felt this was aimed at gypsies. Cllr. Bishop said that everyone appreciated what Mrs. Tucker is doing to integrate into the community and her work with a committee based in London and assured her there was no prejudice intended.

MINUTES: The Minutes of the Annual meeting held on the 8 th May were signed as being a correct record.
TREE WARDEN: (item 6D) Mr. R. Earthrowl informed council that Taunton Deane are looking to list 50 notable trees and that everyone has the opportunity to nominate their favourite trees, from which the Parish Council and the Tree Warden will select one. An item will be placed in the local magazine inviting people to nominate a tree if they wish, the Tree Warden and the Parish Council will then go and look at those trees nominated and select one to put forward.
MATTERS ARISING:
5a1207 To Sign Audit Papers: The accounts had been internally audited and the paperwork completed the Parish Council went through the Annual governance statement and completed the questions, this was duly signed by the Chairman and the Clerk. The document will be sent for audit on the 30 th June.
5b1207 Code of Conduct: It was agreed that the model Code of Conduct be adopted without modification. The Standards Board and the Parish Liaison Officer will be informed.
5c1207 Local Development Framework: This had been circulated but not comments were forth coming.
5d1207 NHS Foundation Trust Application Consultation: This document had been circulated but no comments were made.
5e1207 Highway Speeding: The local PCSO had been asked to look into problems of speeding n the village, as the Council has heard nothing from him the Clerk was asked to write direct to the Traffic Department and ask if speed checks could be carried out in Oake during peak times.
5f1207 One Council one Somerset: Five members of the Parish Council are opposed, it was proposed by Cllr. G. Gill, seconded by Cllr. D. Roots that the Clerk write to the Government and register opposition. Cllr. R. Shaw did not wish to be associated with this and abstained.
ITEMS FOR DISCUSSION:
Agenda Format: Cllr. Shaw questioned the legality of discussing and taking action on items listed under Matters Arising, the Clerk to obtain clarification.
Burial Ground Grants: It was agreed that these should be applied for.
Housing Register Change: This to be circulated and brought before the members at the next meeting.
Corporate Strategy: Members were informed that this could be viewed either at the Deane House or on the web site. Document circulated.
Taunton Deane Area Working Panel: The next meeting to take place on the 7 th July.
Policing Update: This to be circulated.
Housing Crisis: Notices were displayed regarding a meeting taking place on 15 th June.
Calor Village of the Year: The village hall committee and the web site group to be asked if they would like to enter the competition this year.
Highway Surface Dressing: The B 3227 at Hillcommon is due for surface dressing in mid July.
Campaign to Protect Rural England: This was discussed and members are to look at the document and see if they wish the Council to join at a cost of £30.
PLANNING:
/012 Erection of extension to rear and demolition of garage and erection of garage with workshop and store at Laburnum, Hillfarrance.
There were no objections to this application. Proposed Cllrs. Gill and Roots
/013 Formation of access on land adjacent to Taurus Motors, Hillcommon.
There were no objection to this application. Proposed Cllrs. Gill and Shaw
/014 Conversion of Barns to dwelling and home office, Whipprells Farm buildings.
There were no objections to this application Proposed Cllrs. Paul and Roots
/015T Application to fell 2 leyland cypress trees within Hillfarrance conservation area t Sunnymeade, Hillfarrance.
There were no objections to this application. Proposed Cllrs. Coles and Roots.
Planning approval received for:
Erection of store building on east elevation of Oake Hall
Erection of two storey extension and alterations to fenestration at Baker Barn. Oake
Erection of extension to rear and alterations to roof to create loft conversion (amended application 27/2006/014) at Trelone, Hillfarrance.
