MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 21 ST JUNE 2005 AT OAKE & DISTRICT HALL
PRESENT: Cllrs. C. Bishop, R. Shaw, P. Alden oven , P. Coles, D. Price and the Clerk Roger Earthrowl (Tree Warden) was also present.
PUBLIC QUESTION TIME: None
APOLOGIES: Cllrs. J. Paul and Mrs. I. King.
MINUTES: The Minutes of the meeting held on the 24th May were signed as being a correct record.
MATTERS ARISING:
Affordable Housing: Nothing further to report.
Safety Barriers: The Clerk to contact Highways to progress the barrier request near the Post Office and also to enquire if some form of barrier could be erected on the small school gateway.
Electoral Review: A letter to be sent stating that we feel the Bradford-on-Tone ward should not be changed.
Community Access Fund: The footpath warden to be contacted with regards to the circular walk submitted to Taunton Deane some months ago to see if this could be funded under this scheme.
Burial Ground Grants: The relevant treasurers were contacted although we understand there will be no increases this year, under the circumstances last years figures have been requested.
ITEMS FOR DISCUSSION:
New Town & Country Planning System: Leaflets introducing the new planning system have been issued and briefing sessions are to be held later in the year.
BT Payphones: BT are intending to remove some payphones in the country and others will be card only machines, this will cut down on emptying and vandalism, also many payphones are now hardly used as most people have mobile phones. They intend converting the phone sited at Hillcommon to a card operated box.
Register of Common Land: The final map has been received, this does not show the ‘Green’ at Hillfarrance nor the ‘Triangle’ at Oake as these parcels of land are of insufficient size to warrant recording.
Travellers: Some Parish Councils have been concerned about travellers buying up parcels of land, this will be discussed at a meeting of the Parish Councils with Taunton Deane on the 30 th June.
Trees: Mrs. Maggs would like to give two trees to the parish, it was agreed that the Chairman would talk to the village hall committee and the Clerk would discuss it with Hillfarrance PCC in order that suitable sites may be found.
Vehicle Speeds - Hillcommon: More reports have been received of vehicles speeding and overtaking in the area of the Blagroves turning. The Police to be asked to carry out speed checks as soon as possible.
Clean Neighbourhoods & Environment Act: This document was circulated to all Councillors. When the act is implemented it will allow parish councils to issue fixed penalty notices for litter, graffiti, fly posting and dog offences. It will also allow parish councils to introduce dog control orders for a range of offences. The public consultation on the regulations and guidance for the act will be during October to December.
PLANNING
Erection of extension above study & garages at Willow Gardens, Hillcommon.
The Parish Council were concerned that the windows on both sides of the new extension are overlooking the neighbouring properties and depriving them of privacy, it was suggested that perhaps an extension on the southern side should be considered.
Planning approval has been received for:
The erection of bungalow & attached double garage on land adjoining Southdown, Hillcommon.
The erection of a conservatory to the rear of 50 Saxon Close, Oake.
