MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 11TH JULY 2006 AT OAKE & DISTRICT HALL
PRESENT: Cllrs. C. Bishop, P. Coles, D. Price, J. Paul and the parish clerk. David Grieg (Parish Liaison Officer) P.C.Kevin Challes and P.S.C.O Scott Windsor, 4 members of the public were also present.
PUBLIC QUESTION TIME: None
DECLARATIONS OF INTEREST: Cllr. C. W. Bishop and all members of the Parish Council (Item 7b).
APOLOGIES: Cllrs. R. Shaw, P. Aldenhoven and Mrs. I. King.
MINUTES: The Minutes of the Annual meeting held on the 6th June were signed as being a correct record with one amendment item 7.7 Mrs. I. King took the Chair and not Mrs. I. Bishop.
P.C Challes was invited to address the Council and answer any questions put to him, he explained the wide area which both he and P.S.C.O Scott have to cover, they also outlined the authority that P.S.C.O Scott has, their intention is to be very much community minded. They said that there are now only 5 full time posts in Wellington 2 part time and 4 P.S.C.O’s.
The Chairman thanked them for coming and said he look forward to seeing them around the district.
It was agreed to take Item 7 next as there were members of the public specifically there with regards to the Planning Items.
Cllr. Bishop stood down and Cllr. D. Price took the Chair.
PLANNING
7.(a) Erection of a Nursery/Garden centre and Polytunnel at Land south of Harris’ Farm, Hillcommon.
7.50 Standing Orders suspended to allow members of the Public to speak.
Mr. Blacklore of Preston Bowyer spoke very strongly against this application as did Mr. & Mrs. Lavington of Heathover House, Heathfield. The applicant Mr. Farbahi spoke for the project.
8.06 pm Meeting Resumed
After due consideration Cllr. Paul proposed that the Parish Council object to this application, Cllrs. Coles and Price also objected.
7.(b) Construction of Disabled Car Parking adjacent to the Village Hall Entrance at Oake.
No comments made as the Parish Council had put the application forward.
7.(c) Fell one Cherry, one Hawthorn, one Lilac and carry out tree works on one willow within Hillfarrance Conservation area at Sunnymeade, Hillfarrance.
There were no objections to this application.
Planning approval received from Taunton Deane.
1. Change of use of piano repair workshop to live/work unit, Mansfield Pianos, Court Farm, Hillfarrance.
2. Demolition of existing conservatory and erection of extension to kitchen at The Old Farm House, Oake.
MATTERS ARISING:
Highways: So far no one has visited Cllr. Price at Springfield, Oake Green to discuss the damage being caused to a drain. The Clerk to contact Highways again.
Bank Mandate: This was duly signed by all members and witnessed by the Chairman and Treasurer, it will now be sent to the Bank.
Charter 88: No action to be taken.
Consultation on the Draft Regional Spatial Strategy. Put on next agenda for comments.
ITEMS FOR DISCUSSION:
Grievance & disciplinary procedures. After discussing the document it was agreed that a Panel would be set up consisting of the Chairman, Cllr. Bishop together with Cllrs. Paul and Price.
An appeal panel would be set up and this would consist of the Vice Chairman Mrs. I. King and Cllrs. Coles and Aldenhoven. It requires one other person selected by S.A.L.C to be on this panel. The Clerk to contact S.A.L.C for a list of names.
Contract of employment: The Clerk is required to have a new contract of employment, a model contract from N.A.L.C was produced, however, as this covers Town and Parish Councils it was agreed that this be re-written leaving out the items which are not relevant to our Parish.
Burial Ground Grants: The Clerk to apply for the same amounts as were asked for last year.
Parish Council Representative on Village Hall Committee: Cllr. Price proposed that the Chairman Cllr. C. W. Bishop be our representative, this he agreed to.
