MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 9TH JANUARY 2007 AT OAKE & DISTRICT HALL  

PRESENT: Cllrs. C. Bishop, D. Price, R. Shaw, P. Coles, J. Paul, Mrs. I. King, the parish Clerk and one member of the public (Mrs. K. Horton)

PUBLIC QUESTION TIME:   

DECLARATIONS OF INTEREST:

APOLOGIES: Cllr. P. Aldenhoven.

MINUTES: The Minutes of the meeting held on the 21st November were signed as being a correct record.

MATTERS ARISING:

Precept: Proposed figures had been set out by the Clerk and were distributed to Councillors. The Local tax base Band D equivalents for Oake are £332.40, Provision for non collection (8%) £2.66 and the Local Tax Base £329. 74. After studying the figures it was agreed by all that £4000 be asked for.

Public Questions: Following a previous meeting where many members of the public wished to speak with no time limit set it was agreed that the overall time for Questions would be 10 minutes

And the Individual speakers would be allowed 3 minutes only.  

7.45 pm Standing Orders suspended to allow Mrs. Horton to speak

7.51 pm Meeting resumed.

Parish Plans:  The Community Council for Somerset will be holding a workshop on Saturday 3 rd February from 10 am to 3 pm at Victoria House, Cllr. Shaw will attend and possibly Mr. David Roots who has shown an interest.

Affordable Housing: Mr. Felix Marsh the Rural Housing Enabler had informed the Clerk that Knightstone Housing Association have been in discussions with a landowner regarding a site on the edge of the village.

Accident by School: The Highways Authority say there is nothing they can do regarding these accidents, they suggest that in both cases the drivers of the vehicles were at fault, but they cannot stop wider vehicles from using the village as access to farms and local businesses is needed.

ITEMS FOR DISCUSSION:

Funding request:  St. Margaret’s Hospice have requested funding, it was decided to defer any funding requests received until the end of the financial year and then to review them.

White Paper: A White Paper is due out shortly and it was hoped this would be available for the meeting, unfortunately it has not been published yet. However, it will be dealing with re-structuring to which all District Councils are opposed.

Footpath Survey: We have been asked to look at all footpaths in the parish and to grade them on usage and importance. Cllr.s Price and Paul together with Mrs. Horton to look at the document and report to the Clerk. Other Councils spoken to are opposed to the idea as they feel that any footpath not being considered important will very quickly become overgrown and forgotten about.

Cllr. Paul reported that WG 9/21 was blocked and asked that this be reported to S.C.C.  

The Chair was taken by Cllr, Mrs. King for the Planning Items.

PLANNING.
           023 – Erection of Thirteen Holiday chalets and provision for 50 camping pitches and amenity block at land South of Harris’s Farm, Hillcommon.

            After much discussion Cllr. Shaw proposed the following:

In response to the planning application for the ERECTION OF THIRTEEN HOLIDAY CHALETS AND PROVISION FOR 50 CAMPING PITCHES AND AMENITY BLOCK AT LAND SOUTH OF HARRIS'S FARM, HILLCOMMON, TAUNTON I propose that Oake Parish Council strongly object to the application for the following reasons:
The proposed development is not compatible with the existing transport infrastructure within the area.
The application fails to demonstrate or propose appropriate arrangements to control, reduce or mitigate the significant impact of noise and traffic upon on the environment and on the quality of life enjoyed by individuals and local communities in the area.
The development would be within an area in which the provision of permanent housing is contrary to the TDBC development plan. However, submitted plans indicate that the proposed holiday accommodation would be constructed to a standard that would equally support permanent residence.
The development is contrary to policies put in place to safeguard the countryside ­see Policies STR1, STR6, STR7, 22, 39, 43, 49, 51, Sl, S2, EN12 and Policy EN34 contained within Somerset & Exmoor National Park Joint Structure Plan Review 1996-2016 and Taunton Deane Local Plan 2004.
Furthermore, whilst local authorities may, as a matter of routine, use lists of model conditions to improve the consistency of decisions, the use of staff resources and the speed with which planning applications are processed, oake Parish Council request that the following tailored conditions be imposed on any planning permission granted in respect of this application.

1. The development be restricted to seasonal holiday accommodation only and for no other purpose.

2. The site shall not be occupied during winter months, between (30th October) in any one year and (28th February) in the succeeding year.

3. The site shall not be occupied or let for more than a period of six weeks in anyone year to anyone individual and for the purpose of this condition shall also include any member of the family of the individual.

4. No means of vehicular access to the site be permitted, other than from the entrance shown on the submitted plans.

5. No retail sales to take place upon the site.

6. No deliveries taken at or despatched from the site outside the hours of 0700 ­1800 hours nor at anytime on Sundays, Bank or Public Holidays.

7. Amplified or other music shall not be played on the site.

8. No external lighting of the chalets or site area.

9. All planting, seeding or turfing shall be carried out in the first planting and seeding season following the occupation of the chalets or completion of the works, whichever is the sooner; and any plants which within a period of 5 years from the completion of the works die, are removed or become seriously damaged or diseased shall be replaced in the next planting season with others of a similar size and species, unless the Local Planning Authority gives written consent to any variation.

10. No building or structure on any part of the development shall exceed one storey in height.

This proposal was agreed by all.

 Cllr Bishop returned to the Chair.
