MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON
TUESDAY 8 TH February 2011 AT OAKE & DISTRICT HALL
PRESENT: Cllrs. C. Bishop, D. Price, J. Paul, P. Coles, David Grieg, Nick Gilding (head teacher Oake School), the Clerk and 8 members of the public.
PUBLIC QUESTION TIME: A question was asked regarding the core strategy document.

Before the meeting began Nick Gilding was invited to tell everyone about life at the school, he said when he started there were 77 pupils and they now have 85 but have capacity for a few more. Pre school has also been run as part of the school by voluntary staff but it is hoped that after Easter there will be permanent staff to take over. The school was lucky to get funding to hire brass instruments and now have Friday afternoons when parents and friends come in and have a community band. He hopes very much in future to have more interaction not only with the Parish Council but the community as a whole.
The Chairman thanked Mr. Gilding for coming and wished him every success for the schools future.
MINUTES: The Minutes of the Annual General meeting held on the 4 th January were signed as being a correct record.
MATTERS ARISING: .
Police Report: No report had been received from the Police.
School Seat: Mr. Nick Gilding had heard from the construction company and they have the work in hand.
Telephone Box: Mr. Gilding said he had misunderstood the Parish Council initially he had thought the box would be the responsibility of the school, however as the PC would remain the owners of the box and use it as a community notice area then the school would also be happy to on occasions display items there as well.
PC Accounts: The Clerk confirmed that the books had been internally audited by 2 Councillors.
ITEMS FOR DISCUSSION:
Closure of Oake Post Office: This item had been fully discussed at the open session before the meeting began. There had been an open meeting planned for the 18 th February but this has now been postponed as several interested parties were unable to attend. The Chairman had discussed this with Taunton Deane, The Post Office and The Plunket trust. The Post Office suggest that before another meeting is called forms should be available to find out what the villagers want or need i.e. ‘if it were relocated would it still be used’ would anyone volunteer to help. A stand alone Post Office is not an option so what other commodity would the villagers be interested.
It was said that a satellite shop (building in a secure site) is not financially viable. The Post Office would not run a mobile service. It was left that the Chairman would ask TD if they could produce a short questionnaire before an open meeting is called.
Speed Indicator Device: Results of the latest tests were presented to Council and all were appalled at the results. On a one day period alone only 71 vehicles were travelling within the 30mph limit 890 were doing up to 40mph 466 were up to 50mph and 74 were over that limit. The indicator devices are being used throughout the year on the B 3227 however if you want to make a difference then perhaps you could train to lead a speed watch team and carry out checks with the assistance of the police.
PLANNING:
27/11/0001/LB Replacement of basement windows replacement of fireplace and painting of panelling at Blagroves Farm, Hillcommon.
There were no objections to this application provided that the conservation Officer was happy with it. Proposed to support it by Cllr. Price, seconded by Cllr. Coles, all agreed.
