MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON
TUESDAY 12th AUGUST   2008 AT OAKE & DISTRICT HALL
           

PRESENT: Cllrs. C. Bishop, P. Coles, G. Gill, J. Paul, D. Price, D. Roots, A. Dyke the Clerk and S.C.C. Mrs. Caroline Smeaton, PCSO John Mcateer. Two members of the public Mr. R. Shaw and Mr. G. Woodbury.

PUBLIC QUESTION TIME:    None

DECLARATIONS OF INTEREST:   Cllr. Roots on Planning 27/2008/022

NEW COUNCILLOR: Mr. Adrian Dyke was welcomed onto the Parish Council and duly signed his Acceptance of   Office and completed his Register of Members Interests.

The Chairman welcomed the new PCSO Jon Mcateer to the Parish Council, he was pleased to inform us that during the last month there had been no reports of any problems in the Oake area.

APOLOGIES:   None.

MINUTES: The Minutes of the meeting held on the 8 th July were signed as being a correct record.

MATTERS ARISING:

Speed Watch: Two members of the Parish Council agreed to be trained, they are Cllrs. G. Gill and A. Dyke.

Highways: An Oake sign was found in S.C.C. depot, this has now been erected on the Nynehead Road where posts were already positioned.

Fireworks: Oake Manor Golf Club agreed to place an item in the local News letter informing everyone of the dates when fireworks will be let off. This was greatly appreciated by all.

ITEMS FOR DISCUSSION:

Register of Members Interests: Cllrs. were reminded to let the Clerk know of any changes or additions which may required to the register.
Audit of books:  Cllrs. D. Price and G. Gill agreed to undertake the half yearly audit of the accounts.
Bank Mandate: As there have been three new members since the last Mandate was completed it was agreed that a new Mandate be drawn and signed.
Standards Committee: an additional member from a Parish Council is required on this Committee.

PLANNING:    

026 Siting of one mobile home for gypsy family 7 transit pitch for touring van at Altona Park, Hillfarrance.

 7.23 Standing orders suspended to allow public discussion.

7.35 meeting resumed

The Parish Council objected on the grounds that the applicant failed to demonstrate sufficient personal need and that it is an extension from the original application for one mobile home and one touring van and could therefore create a precedent, they would have to rely on private vehicles as the nearest bus route , as the applicant agrees, is approximately 1.5 miles away. This was proposed by Cllr. Gill, seconded by Cllr. Coles, all agreed.

025 Erection of roof over silage clamp at New Rendy Farm, Oake.

There were no objections to this application. Proposed Cllr. Price seconded Cllr. Gill, all agreed.

024 Change of use of Chapel to residential unit at The Old Chapel, Hillcommon.

Provided the Conservation Officer approves there would be no objections. Proposed Cllr. Paul, seconded Cllr. Coles.

021 Conversion of barn to dwelling and erection of extension to side at Higher Kanpp Farm, Hillcarrance.

No objections to this application proposed Cllr. Price seconded Cllr. Paul.

Cllr. D. Roots left the meeting for the next item.

022 of conservatory to rear of 35 Saxon Close, Oake.Erection

There were no objections to this application proposed Cllr. Paul seconded Cllr. Gill.

Cllr. Roots returned to the meeting.

Planning decisions taken by Taunton Deane.

Approved : Erection of a single storey extension to the north elevation of Steeple End, Heathfield Rectory.
Approved : Single storey rear extension at Steele End, Heathfield Rectory.
Approved : Conversion of barn to dwelling, Barn 2 Allerford Farm, (amendments to 023)
