MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 9 TH APRIL 2008 AT OAKE & DISTRICT HALL
PRESENT: Cllrs. C. Bishop, R. Shaw, P. Coles, D. Price, D. Roots, J. Paul, G. Gill the parish Clerk, David Greig and SCC Mrs. Caroline Smeaton. Two members of the public were present.

MINUTES: The Minutes of the meeting held on the 11 th March were signed as being a correct record.
MATTERS OF REPORT:
Speed Watch: Cllrs. Were reminded that training would be taking place at Oake hall on the 9 th April.
ITEMS FOR DISCUSSION:
Seat outside School Gates: Cllr. Roots reported that this was in a sorry state, the five wooden slats that make up the seat all required replacing. It was suggested that the Clerk contact Mr. David Sedgwick to see if he would be prepared to give a quote for this work.
Housing needs Survey: This is being carried out by Taunton Deane, details to be circulated.
Changes to Dog Warden Scheme: The Police are no longer responsible for collecting and housing stray dogs, this has been taken over by Taunton Deane. See poster for further details and who to call.
Highways: Oake area is now being covered by Mr. Ken Paviour who should be contacted for all routine and reactive highway maintenance, for example potholes, blocked drains, verge cutting etc. All service requests should be reported through Somerset Direct 0845 345 9155 or by email to tauntondeanehighways@somerset.gov.uk.
Hillfarrance flood scheme (walkers): A letter from the Environment Agency has been delivered to all residents in Hillfarrance asking them kindly not to walk along the flood scheme which is private land. An item has also been placed in the ‘Village News’ by the Environment Agency to this effect.

PLANNING:
27/2008/0013 Erection of twelve holiday chalets at land south of Harris’s Farm, Hillcommon.
After lengthy discussions it was proposed by Cllr. Gill and seconded by Cllr. Price that Oake Parish Council strongly objects to this application for the following reasons, all Cllrs. agreed.
- The chalets fail to meet the definition of holiday chalets as laid down under policy EC24 of the adopted local plan i.e. they appear to be constructed to a standard that may well support permanent residence and are of a scale that could not readily be lifted and transported off site by vehicle.
- The proposed development is not compatible with the existing transport infrastructure within the area.
- The development would be within an area in which the provision of permanent housing is contrary to the TDBC development plan.
- The development is contrary to policies put in place to safeguard the countryside see Policies STR1, STR6, STR7, 22,39,43,49,51, S1, S2. EN12 and Policy EN34 contained within Somerset & Exmoor National Park Joint Structure Plan Review 1996-2016 and Taunton Deane Local Plan 2004.
- Councillors were also extremely concerned as there is no footpath on the B 3227 to Oake cross roads or to the turning to Cotford St. Luke, pedestrians walking on the road from the site would place themselves in great danger.
We are also concerned that if the application was approved it would be extremely difficult to enforce any conditions regarding the use for seasonal accommodation only, or for specific periods of accommodation and that eventually they would be used as second homes or for permanent occupation.
It was also stated that in this area there is insufficient demand to fill the existing accommodation advertised for holiday accommodation.
Councillors also stated that any objections to the previous application, which is the subject of an inquiry later this month, still stand.

There were no objections to this application.
