MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 26 TH APRIL 2005 AT OAKE & DISTRICT HALL

PUBLIC QUESTION TIME:

In the absence of the Chairman the Vice Chairman Cllr. Mrs. King started the meeting.
MINUTES: The Minutes of the meeting held on the 22 nd March were signed as being a correct record.
MATTERS ARISING:
Safety Barrier: The Highways Authority have been asked to proceed with this barrier between The Post Office and Saxon Close with all haste.
Bus users surgery: Cllr. Paul had attended and felt that it was not very constructive.
Broom Lane: The Environment Agency had been asked that the Parish Council be kept informed of any works likely to be done in Broom Lane, this they had agreed to do.
Highways: were asked if it were permissible for a member of the public to carry out grass cutting/ strimming operations on the Public Highway which includes the verge. The problems are public liability insurance. Any person working on the public highway also needs to have New Road and Street Works Accreditation. This means they have to be trained in signing, guarding, lighting and Highway Safety etc.
ITEMS FOR DISCUSSION:
Quality Parishes: DEFRA had sent round information on attaining this status.
Parish Councils Code of Conduct: The Parish Liaison Officer is reminding all Parishes of certain important aspects of the Code of Conduct. All Councillors were given a copy of this letter.
Recycling: The children of Oake & Bradford School are still most concerned that there are no facilities in the village for recycling cardboard and plastic. Cllr. Shaw had contacted the Waste Management Officer at Taunton Deane and a copy of her reply has been forwarded to Mrs. Scott the Headmistress. It would seem that it is not viable to collect these items in low density areas such as Oake due to the costs involved.
Rights of Way and Local Paths: Councillors were informed that Tamsyn Matthews from Taunton Deane has now transferred to Somerset County Council. A local walker has reported difficulties on three paths in the area and these have been reported. Copies of these reports to be handed on to Kirsten Horton and David Roots our Footpath Wardens.
Insurance: The renewal notice has been received it was agreed to pay this at the next meeting.
7.53pm Cllr. Bishop arrived and took over Chairmanship of the meeting.

Audit: The audit papers had been received and the final audit date is 30 th June. A notice is being
Posted to say the accounts may be inspected on application to the Clerk.
A Risk Assessment paper was also presented to Councillors, this had been drawn up by the Clerk it was proposed this be adopted.
The Accounts were also presented and a proposal was made by Cllr. Price, that these be adopted, all agreed.
The Statement of Assurance was duly filled out by the Clerk and signed by the Chairman, the accounts will now go to an internal auditor for further inspection before being submitted to the Audit Commission.
8.33pm Somerset County Councillor Caroline Smeaton arrived.
Affordable Housing: Jo Cox informed Councillors that there had been a very good response to the Questionnaires sent round the parish with a return rate of 49%. It showed that the majority of residents feel there is a need for affordable housing in this context, it is important to consider local connections to the parish. This is determined by whether someone lives or has lived in the parish within a certain number of years and/or whether they work within the parish.
It was felt there was a need for up to four dwellings.
Cllr. Price proposed that a resolution was passed to ask Miss Cox to look at the possibility of providing affordable houses, either shared ownership or rented, this was seconded by Cllr. Mrs. King and all agreed.
The Parish Council will now suggest possible sites and inform Miss Cox who in turn will talk to the Housing Officer at Taunton Deane and representatives from two Housing Associations.
Section 137: Discretionary Expenditure Limits this has been increased to £5.30.
Precept: This has now been received.
Electoral Review: Councillors were informed that the Electoral Commision intend to carry out a Further Electoral Review of the Borough commencing on the 17th May. The Review will be 'solely concerned with electoral representation at Borough level and will undoubtedly result in changes to existing ward boundaries’.
Annual Meeting with Parish Councils.
This will be on Thursday 30 th June at 7.pm at the Deane House.
PLANNING:
Agricultural Notification – Erection of Agricultural Building at Manor Farm, Heathfield.
There were no objections to this application.
Councillors supported this application.
There were no objections to this application.
It was greed to support the above three applications
proposed Cllr. Price, Seconded Cllr. Shaw, all agreed.
PLANNING APPROVAL: has been received for the Erection of a Two Storey Extension at 4 Bridge Cottages, Oake.
