MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 10 th JANUARY 2006 AT OAKE & DISTRICT HALL

PRESENT: Cllrs. C. Bishop, R. Shaw, P. Coles, P. Aldenhoven, J. Paul, D. Price, Mrs. I. King and the parish Clerk,

In the absence of Cllr. Bishop the Vice Chairman, Mrs. I. King took the chair.

MINUTES: The Minutes of the meeting held on the 22 nd November were signed as being a correct record.    

MATTERS ARISING:

5(1) Highways

Vehicle Speeds: Mr. & Mrs. Lavington thanked the Parish Council for their help with the problem of speeding traffic and the danger to pedestrians. One suggestion made since is that the Highways department erect signs which light up when traffic is travelling to fast. This to be discussed fully next month.

The grant obtained via Somerset County Councillor Mrs. Smeaton which amounted to £400 was presented by her to the Village Hall Computer room for use in providing training. 

ITEMS FOR DISCUSSION:

Hillfarrance Flood Scheme: The Environment Agency have cleared many trees from the river and river bank.

Web site costs: An invoice had been received from Magic Webs for the Parish Council share of the web space they provide. The clerk who helps update the web site asked council to consider helping with the funding for the running of the computer room. It was proposed by Cllr. Price and seconded by Cllr. Aldenhoven that a cheque for £200 be drawn next month.

7.45 pm Cllr. Bishop arrived and the Vice Chairman stood down.

Somerset Local Transport Plan: This is an important issue covering not only highways but congestion, road safety and pollution, questionnaires were given to each Councillor and they were asked to fill them in and return them in the reply paid envelopes.

Council Tax Base: The Council Tax base on Band D for Oake is £325.22

Boundary Commission: Changes proposed make the area now be to covered some 16 kilometers across, this takes you from Bradford-on-Tone, Oake,   Nynehead, Milverton, Langford Budville, Bathealton, Ashbrittle and Stawley, even with two members it is such a vast area it is almost impossible to cover and will not benefit the community. Ashbrittle, Stawley and Bathealton have no links with the existing B.o.T. ward, they do have strong links with Wiveliscombe, who have developed a very successful yearly “10 parishes festival”.

Letter to be sent expressing our concern at the changes proposed especially the size of the large ward. This was proposed by Cllr. Price and seconded by Cllr. Mrs. King, all agreed.

Planning Training for Parish Councils: Subjects covered will include the operation of the Parish Delegation Scheme, Issues that can be taken into account when considering planning applications and probity. This event will take place at the Deane House on 31 st January at 7.00 pm. It was agreed

that Cllr. Shaw would attend.

Standards Conduct in Engligh Local Government The Future: This document was taken by the Chairman and will be circulated later. 

The Vice Chairman took the chair for the planning items.

PLANNING:

1. Erection of Extension to provide kitchen and disabled toilet, Church of the Holy Cross, Hillfarrance.

There were no objections to this application. Proposed Cllr. Price, seconded Cllr. Coles, all agreed.                 

2. Two Storey Extension at Ratherdons, Hillfarrance.

Cllr. Aldenhoven proposed we support this application this was seconded by Cllr. Price, all agreed. 

3. Conversion of barns to 3 dwellings, erection of detached garages, conversion of modern Farm buildings to garages and stables and indoor riding school and formation of outdoor Menage.

After lengthy discussions Cllr. Aldenhoven proposed ‘that this application should not be supported as it does not meet with the criteria laid down for the conversion of rural buildings in Taunton Deane Local Development Framework’. Cllr. Price also felt that the roads serving the area are inadequate for the increased traffic this development would generate.

All agreed.

Planning decisions taken by Taunton Deane:

Approved – Carry out tree work to one Oak tree at 3 Saxon Close, Oake.

Refused – Formation of access and revised siting of workshop on land adjacent to Taurus Motors.

The Chairman Cllr. C. W. Bishop resumed control of the meeting.
