MINUTES OF THE MEETING OF OAKE PARISH COUNCIL HELD ON TUESDAY 22 ND FEBRUARY 2006 AT OAKE & DISTRICT HALL
PRESENT: , Cllrs. C. Bishop, R. Shaw, P. Coles, P. Aldenhoven, J. Paul, D. Price, the parish Clerk and David Grieg.
PUBLIC QUESTION TIME: None
DECLARATIONS OF INTEREST: Cllr. Bishop (Item 9 Cheques for Village Hall) and Planning Items.
APOLOGIES: S.C.Cllr. Mrs. Caroline Smeaton, Roger Earthrowl (Tree Warden).
MINUTES: The Minutes of the meeting held on the 10 th January were signed as being a correct record.
MATTERS ARISING:
5(1) Highways: Vehicle speeds Hillcommon, Highways to be contacted re illuminated signs warning drivers of speed.
- Boundary Commission: A letter had been received from the Boundary Commission noting the
- Parish Councils comments, a copy of the final report will be sent to us in due course. We understand that several parishes have objected to the proposed changes.
- Changes to Wast Collection Service: Parts of the parish will come within the third phase of the
- ‘Sort It’ scheme which is due to start mid April.
- Community Support Officer: Julian Morant has informed the Parish Council that he will shortly be leaving to take up a post with the Highways department.
ITEMS FOR DISCUSSION:
6(1) Cllr J. Paul has submitted his resignation which will take effect after the March meeting.
- Tree Warden Consultation: David Greig confirmed that there was an error on page 2 of the letter
- Under Parish Council, it should read that insurance cover will cover thse formally nominated.
- The letter also states there were 12 responses to the ‘Proposals for Change’, we do not know how many tree wardens there are in Taunton Deane.
- S.A.L.C. An area meeting will take place on 9 th March at West Buckland 7.30 pm start.
- Calor Village of the Year: Paperwork to be passed to the Chairman of the Village Hall Committee to see if they would be interested in entering this year.
- Oake Close: Cllr’s were concerned that a wall recently built against the verge was meeting Highway requirements:
- Nynehead Road: Reports on the condition of the road had been received. The Clerk to arrange a meeting with the Highways to investigate all Highway problems.
- Hillfarrance Green: The pot-hole reported will be investigated at the same time as the Nynehead Road problem.
- Training Event: Taunton Deane are holding another event covering ‘Planning Enforcement’ this will be on Monday 20 th March, Cllr’s were encouraged to attend.
- Parish Expenses: Investigations regarding possible grants to be made and discussed at the next meeting.
- The Chairman stood down for the following items and Cllr. P. Aldenhoven took the Chair.

- Erection of Conservatory to rear of 31 Saxon Close, Oake.
The Sub Committee had previously dealt with this application. They had no objections.2. Conversion of Barn to single dwelling with demolition of Dutch Barn, parlour and part of adjoining covered yard at Knapp Farm, Hillfarrance.
7. After lengthy discussions the following proposal was made – ‘The application be rejected on design,
appearance and layout’. This was proposed b y Cllr. R. Shaw, seconded by Cllr. J. Paul and
Cllr. P. Aldenhoven also rejected the application. Cllr. D. Price abstained from voting and Cllr. P. Coles supported the application
3. Erection of Two Storey Extension at 18 Saxon Close, Oake.
Cllrs. Price, Shaw and Paul supported this application whilst Cllrs. Coles and Aldenhoven abstained from voting.
Planning approval had been received for:
- Two storey extension at Ratherdons, Hillfarrance
- Extension to church at Hillfarrance for Kitchen and toilet.
