MINUTES OF THE MEETING OF OAKE PARISH COUNCIL
HELD ON TUESDAY 8 th FEBRUARY 2005
AT OAKE & DISTRICT HALL

PRESENT: Cllr’s. C. Bishop,   P. Aldenhoven, D. Price, P. Coles, Mrs. I. King, R. Shaw and the Clerk. Five members of the public attended.

PUBLIC QUESTION TIME:  Miss A. White re: travel to awards compensation. Mr. J. Sharland re: Orchard Lane/ Harrises Hill.

APOLOGIES: Cllr. J. Paul.

MINUTES: The Minutes of the meeting held on the 11th January were signed as being a correct record.                          

MATTERS ARISING:

Parish Council Vacancy:  Taunton Deane had confirmed that as they had not received a request from ten electors for an election to take place, it was in order for the Parish Council to co-opt a member. The position had been advertised on our notice boards and one application in writing was received by the Clerk was Mr. Robert Shaw of 10 Saxon Close. Cllr. Mrs. I. King proposed and Cllr.P. Coles seconded the motion that Mr. Shaw be invited onto the Parish Council. He was welcomed by the Chairman and duly signed his acceptance of office.

Tree Warden: Mr. Roger Earthrowl of 11 Saxon Close has taken on this position, he was welcomed and thanked by the Chairman, Taunton Deane have been informed.

Safety Barrier: The safety barrier requested on the path from Saxon Close to the Post Office will now be done in the new financial year starting April as insufficient funds were available at Taunton Deane in the present year.

Orchard Lane: Some residents are quite upset that this name was recorded by Taunton Deane in 1985, they still consider it to be Harrises Hill, however as all maps now held by the Highways Authority show it as Orchard Lane this is the only sign they would consider.

Bus for Hillfarrance: This service will start on the 17th February.

Recycling in Oake: Oake & District Hall Management Committee considered the schools request at their meeting on the 17th January. ‘They decided that the car park is unsuitable for this project at the moment. The lack of hard surface, shortage of car parking space, vandalism/fire risk and health and safety danger were some of the reasons for this objection. However, when the car park is enlarged and hard surfaced, the matter could be re-considered.’
Mrs. Scott together with many of the school children had written to the Management Committee expressing their sadness that space could not be found and asking them to re-consider their decision.

Affordable Housing: The letters and forms had been received earlier today, the Clerk had already delivered to all houses in Hillfarrance, Cllr. Shaw kindly offered to distribute to those in Oake. Cllr. Price to do the outlying properties, a member of the public from Hillcommon offered to cover that area with Cllr. Bishop covering Heathfield. All forms are completely confidential and are to be posted back to the Community Council in Freepost envelopes by the 4 th March.

ITEMS FOR DISCUSSION:

Freedom of Information: All Cllrs. had been given a copy of the Freedom of Information Act.

Spatial Strategy: The Draft Regional Spatial Strategy should be completed by the end of the year, this will give housing numbers for various areas throughout the South West and in particular for Taunton Deane and the sub areas up to 2026. The present rate of building is 600 dwellings a year, although this figure has not always been met, this is due to increase by up to 50%. Government say there are insufficient houses being built and therefore they are not getting enough affordable homes. A direction has been issued that the ratio of building will be 30 houses per hectare and all developments are due to take place on the edge of principal urban areas.

Council Tax Base: for Oake is £326. 05 an increase of £10. 07 on Band D.

Citizens Advice Bureau: A request for funding was considered and a proposal was made that at the next meeting of the Parish Council a cheque for £10 be drawn. Proposed Cllr. Mrs.I. King seconded Cllr. P. Aldenhoven.

Travel Compensation: Miss Angela White requested recompense for her expenses in travelling to the Calor Awards ceremony in London, the Oake & District Hall Committee had declined to pay her expenses. It was agreed that this would be paid at the next meeting of the Parish Council.

Cllr. Mrs.I .King took the chair for the next Item.

PLANNING APPLICATIONS:  

  • Erection of Two Storey Extension at Oake Marsh Farmhouse, Oake. Councillors had no objections to this application.
  • Erection of Single Storey Extension at 2 Allerford Cottages, Allerford. Councillors had no objections provided the materials used matched existing.
